Except as otherwise provided in this chapter, whenever any word or phrases used in this title are not defined in this chapter, but are defined in the Subdivision Map Act of the state of California or in the zoning ordinance of the city, such definitions are incorporated in this chapter in full and shall apply as though set forth in this chapter.

"Alley"
means a dedicated way intended for vehicular access to the rear or side of property served by a public road.

"Block"
means an area of land within a subdivision entirely bounded by any streets (other than alleys), freeways, railroad rights-of-way, natural barriers, or the exterior boundaries of the subdivision.

"Design"
means:
A. 
Street alignments, grades and widths;
B. 
Drainage, and sanitary facilities and utilities, and including alignments and grades’ thereof;
C. 
Location and size of all required easements and rights of way;
D. 
Fire roads and fire breaks;
E. 
Lot size and configuration;
F. 
Traffic access;
G. 
Grading;
H. 
Land to be dedicated for park or recreational purposes; and
I. 
Such other specific requirements in the plan and configuration of the entire division of land project as may be necessary or convenient to insure conformity to or implementation of the general plan of the city or adopted specific plans.

"Final map"
means a map, prepared in accordance with the provisions of the Subdivision Map Act and of this title, to be placed on record in the office of the Fresno County recorder.

A. 
"Improvement"
refers to such street work and utilities to be installed, by the subdivider on the land to be used for public or private streets, highways, ways, and easements as are necessary for the general use of the lot owners in the subdivision and local neighborhood traffic and drainage needs as a condition precedent to the approval and acceptance of the final map or parcel map.
B. 
"Improvement"
also refers to such other specific improvements or types of improvements, the installation of which, either by the subdivider, by public agencies, by private utilities, by any other entity approved by the city council, or by a combination thereof, is necessary or convenient to ensure conformity to or implementation of the general plan, or any approved specific plan.

"Improvement standards"
means the design and improvement requirements established by the city council by ordinance or resolution which are applicable at the time the local agency determines that an application is complete pursuant to Section 65943 of the Government Code, or those standards made applicable pursuant to Government Code Section 66474.2.

"Lot"
means a parcel of divided land used or susceptible to being used, in accordance with the regulation, of this title and in accordance with the zoning provisions applicable to the area in which the parcel is located.

"Parcel map"
means a map prepared in accordance with Section 66445 of the California Government Code and shall be submitted for any division of real property, improved or unimproved, including but not limited to condominiums, planned unit development, or resubdivision which is being divided into four or fewer lots, either by establishing new lot lines or changing existing lot lines, for the purpose of sale, lease, transfer of title, division of interest, financing or separate use. Any such division made solely for street widening purposes shall not be considered a parcel map division. A parcel map does not include conveyance or transfer of lands or any interest therein to any agency having the power of eminent domain.

"Preliminary map"
means a map to be submitted to the planning director prior to the filing of a tentative map to show the general characteristics of the proposed land division and any other data necessary to enable the land division committee to review the proposed land division design.

"Street"
means an improved facility used for vehicular traffic and shall include, but shall not be limited to, the following:
A. 
Arterial.
"Arterial" means a street designed to serve high volume inter-city and intra-city traffic and to act as a distributor between freeways, other arterials, and major traffic generators.
B. 
Collector Street.
"Collector street" means a street designed to collect and distribute traffic between local streets and arterials.
C. 
Cul-de-sac.
"Cul-de-sac" means a local street open at one end and which has a turn-around for vehicles at the closed end.
D. 
Freeway.
"Freeway" means a divided arterial highway designed for through traffic having grade-separated intersections and fully controlled access.
E. 
Frontage Road.
"Frontage road" means a street adjacent and auxiliary to a freeway or arterial, and separated therefrom by a divider strip, which street provides access to abutting property.
F. 
Industrial Street.
"Industrial street" means a street which serves an industrial area and connects said area to the major street system.
G. 
Local Street.
"Local street" means a street which provides direct access to abutting properties and does not collect or distribute traffic or serve through traffic.

"Subdivider"
means a person, firm, corporation, partnership, or association who proposes to divide, divides, or causes to be divided the real property into a subdivision for himself or for others.

"Subdivision,"
for the purposes of this title, means a division of any improved or unimproved land shown on the latest equalized county assessment roll as a unit or as contiguous units for the purpose of sale, lease, or financing, whether immediate or future. Property shall be considered as contiguous units even if parcels are separated by roads, streets, utility easements, or railroad right-of-way. Subdivision includes a condominium project, as defined in Section 1350 of the Civil Code of the state of California, or community apartment project, as defined in Section 11004 of the state Business and Professions Code. Any conveyance of land to a governmental agency, public entity, or public utility shall not be considered a division of land for purposes of computing the number of parcels.

"Subdivision design"
means the overall layout of the proposed subdivision including, but not limited to, the arrangement of streets and intersections, the layout and size of lots, the widths and locations of easements and rights-of-way for utilities, drainage structures, sewers, the nature and location of public or semipublic facilities, programs for the preservation of natural features, and the installation of public improvements.

"Tentative map"
means a map made in accordance with the provisions of the Map Act to show the design of a proposed land division. It need not be based upon a detailed final survey of the property, except as otherwise provided in this chapter and the Map Act, however, it shall be graphically accurate to reason able tolerances.
