Land division shall at all times conform to the general plan of the city and any specific plan of streets and highways. In the absence of a general plan or specific plan the street design in the proposed land division shall relate to the existing streets in the area adjoining the subdivision, but all existing streets adjacent thereto need not necessarily be carried into the land division. Further, all land divisions shall conform to the zoning ordinances of the city; provided, however, where requirements of the ordinance impose higher standards than the general plan or the zoning ordinances the higher standards shall prevail.

Any report as to conformity to the general plan, which is required pursuant to Section 65402 of the Government Code as the result of a proposed division of land, may be included as part of and at the same time as the recommendations of the advisory agency on such division of land given pursuant to Section 16.04.060 of this code.
