Land division shall at all times conform to the general plan of the city and any specific plan of streets and highways. In the absence of a general plan or specific plan the street design in the proposed land division shall relate to the existing streets in the area adjoining the subdivision, but all existing streets adjacent thereto need not necessarily be carried into the land division. Further, all land divisions shall conform to the zoning ordinances of the city; provided, however, where requirements of the ordinance impose higher standards than the general plan or the zoning ordinances the higher standards shall prevail.
