A parcel map shall be filed and recorded for any division of land for which a tentative and final map is not required by the Subdivision Map Act, except if such division of land falls under one of the exceptions listed in Section 16.20.020. Such maps shall meet all the requirements of the Subdivision Map Act and of this chapter and shall show all dedications or offers of dedication thereon. The city council may require that such dedications or offers of dedication be made by deed in lieu of or in addition to appearing on the map. A parcel map may be required of divisions of land which are listed in the exceptions of Section 16.20.020 if a showing is made to the city council, upon substantial evidence, that public policy necessitates such a parcel map.
