Nothing in this article shall be construed to prohibit the minimum use of Township roads by a truck whose gross weight is in excess of four tons where such is necessary for commercial purposes relating to premises abutting Township roads or to exclude from any Township road vehicles used by:
A. 
Public utility companies in connection with the construction, installation, operation or maintenance of public utility facilities in the Township.
B. 
The Township, the County of Morris or the State of New Jersey in connection with the maintenance or snowplowing of roads or highways in the Township, including trucks furnishing materials for said maintenance or snowplowing.
C. 
Any Police or Fire Department or Board of Education in the performance of its duties.
D. 
Any persons engaged in the collection of litter. The word "litter" shall have the meaning given to it in Chapter 237 of this Code.

Fire zones shall be established, and the parking of motor vehicles shall be prohibited in areas designated as fire zones within the Township of Harding, as follows:

(2) 
Along a forty-foot section centered on the easterly entrance of the Junior School (gymnasium entrance).
(3)

Along a forty-foot section centered on the sidewalk leading to the entrance on the southwesterly side of the Elementary School Building.

Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this article or any supplement thereto shall be liable to a penalty of not more than $110 or imprisonment for a term not exceeding 15 days, or both.
