All new construction and development shall be designed to minimize stormwater runoff from the site in excess of the natural pre-development conditions. Where possible, existing natural run-off control features, such as berms, swales, terraces, and wooded areas, shall be retained in order to reduce runoff and encourage infiltration of stormwaters.

A project in the shoreland zone shall also comply with following City stormwater management requirements that may be applicable: Chapter 90, Site Plans, Chapter 94, Subdivisions, Chapter 98, Technical Standards, and Chapter 102, Zoning.
An applicant shall provide evidence to the City that the project has obtained any State permit that may be required pursuant to the Stormwater Management Law (38 M.R.S.A § 420-D, as such may be amended) for project construction, and shall demonstrate on-going compliance with applicable permit conditions established by the State.
