Concrete sidewalks of widths in conformance with the adopted Master Throughfare Plan as listed below and in accordance with article V, division 3 of this chapter, shall be installed by the developer as follows:
(1) 
Sides of all major thoroughfares and thoroughfares.
(2) 
Sides, of all major and minor collector streets.
(3) 
On sides, of all marginal service streets where such service streets parallel major thoroughfares, or arterial streets, adjacent to or within a subdivision.
(4) 
Sides of all local streets.
(5) 
As deemed necessary by the City Council in commercial, industrial, public grounds, and multi-family dwelling areas.
(6) 
Width of sidewalk. The width of sidewalk shall be in accordance with the table below.
