In addition to any other penalties and remedies provided by law and the provisions of this Ordinance Code and except where otherwise indicated, any person who willfully violates or causes, permits, or assists in the violation of any provisions of this Part shall be guilty of an infraction and shall be punishable as provided in Section 125 of this Ordinance Code.

(a) 
Appropriate County officials, including but not limited to the license collector, the Sheriff, the Fire Department, Code Enforcement, and the Environmental Health Department, shall be permitted to enter, free of charge during normal working hours, any business required to be licensed under this Part, for the purpose of inspection or to demand the display of any business license required.
(b) 
When a person shall by use of signs, circulars, cards, telephone listings, advertisements, or by any other method holds out or represents that he or she is in business in Tulare County, or when any person holds an active license issued by a governmental agency indicating that he or she is in business in the County, these facts shall be considered prima facie evidence that the person is conducting a business in the County. A business license shall be required only if required pursuant to another Chapter of this Part.
