For purposes of this chapter:
A.
"Motorized foot scooter" — means a device with two or three wheels that has handlebars, a floorboard that can be stood upon while riding, and is powered by an internal combustion engine or electric motor that has a maximum speed of no greater than 20 miles per hour on level ground.
For purposes of this section, a motor-driven cycle, a moped, an electric-assisted bicycle, or a motorcycle is not a motorized foot scooter.
B.
"Wheeled recreational device" — means any wheeled recreational object designed to propel a person including but not limited to bicycles, skates, roller blades, scooters, or skateboards whether powered by gravity, human power, or an electric motor, and which is not required to obtain and display a Washington State vehicle license.
C.
"City street" — means every way, lane, road, street, boulevard, or public right-of-way open to vehicular traffic within the City of Edgewood.
D.
"City property" — means any park, parking lot, municipal facility, trail, or other real property owned or maintained by the City.
F.
"Trail" — means any publicly owned path or walkway primarily designed for use by non-motorized users including pedestrians and bicyclists.
