All references in the Willows Municipal Code to "councilmen" is hereby declared to be gender neutral and shall mean in every instance "council members."

Each member of the council shall receive as salary the sum of $250.00 per month, which shall be payable at the same time and in the same manner as the salaries are paid to other officers and employees of the city.
Any change in compensation paid to council members shall not apply to a council member during that council member's term of office, but shall become effective when that council member begins a new term of office. This prohibition shall not prevent the adjustment of the compensation of all council members whenever one or more members of the city council becomes eligible for a salary increase by virtue of the council member beginning a new term of office.

The salaries prescribed in WMC § 2.05.010 are and shall be exclusive of any amounts payable to each member of the council as reimbursement for actual and necessary expenses incurred by him in the performance of official duties for the city.
Meetings of the city council shall be held and conducted in accordance with Section 54954 of the California Government Code, and all other provision of the general law of the state of California.
All meetings of the city council shall be open to the public.

At any meeting of the city council, a majority of the councilmen shall constitute a quorum for the transaction of business, but a less number may adjourn from time to time.

The mayor shall preside at all meetings of the council, and in case of his absence, the council may appoint a mayor pro tempore. In case of the absence of the clerk, the mayor or the mayor pro tempore shall appoint one of the councilmen clerk pro tempore.

The agenda shall be prepared by the city manager, in consultation with the mayor. The city manager shall deliver a copy of the agenda for each meeting to each councilmember as far in advance of the meeting as time will permit.
