The Public Works standards entitled, "Willows Design and Construction Standards" and dated September 2017 are hereby adopted. The design and construction of all infrastructure owned or to be conveyed to the city shall comply with these standards unless a deviation is approved in writing by the city engineer.

Every lot and parcel created by a subdivision shall front on a dedicated city street unless private streets are specifically approved by the planning commission and the city council.

Subdivisions developed for commercial or industrial use shall include alleys or other approved access to the rear of each parcel. Minimum alley width shall be 24 feet.
