Except as provided in this chapter, it is unlawful for any person to leave, beach, or otherwise store a vessel on any public beach overnight.

Vessels other than motorboats which measure 20 feet or less in overall length, may be left, beached, or stored overnight on any public beach other than Main Beach Park and Heisler Park.

The city manager or designee is authorized to and shall establish rules and regulations for the issuance of special event permits for the overnight storage on public beaches of vessels in connection with special organized recreational boating events.

It is unlawful for any person to launch any motorboat from any public beach except at areas designated as launching areas by the city.

The provisions of this chapter shall not apply to vessels owned, maintained, or operated by the city.
