The erection, construction, reconstruction, alteration, moving or change of use of any building or structure shall not be commenced without obtaining a building permit from the building inspector. No permit shall be issued by the building inspector unless satisfied that the building or use contemplated complies with all the provisions of this chapter. Building permit fees are levied by the building inspector as set forth in the Wheatland building permit fee schedule.

The application for each permit shall be accompanied by two copies of a drawing, to scale, giving a description of the lot or tract of land involved and showing the actual dimensions of the lot or tract to be built upon or used; the location, size and intended use of the proposed buildings and accessory buildings, if any; the number of housekeeping units, if any, that the building is designed to accommodate; and such other information as may be required to facilitate the enforcement of this chapter. A complete record of all applications and drawings and of any action taken in connection therewith shall be kept in the office of the building inspector.

Building permits may be granted for construction on substandard sized lots which existed prior to June 1, 1976, provided all other land use district requirements are met.

The building inspector shall not issue building permits nor permit building construction within the proposed lines of any street on the official major street plan or within the area of an obvious extension of an existing street.
