The chief of police may empower any member of the Brookings police department to examine the books of any pawnbroker, or his business premises, or the business of any junk shop, keeper, or dealer in secondhand merchandise, or intelligence office keeper, and such member of the force so authorized shall be allowed to examine any property purporting to be pawned, pledged, or deposited in the possession of whomever such property may be; but no such property shall be taken from the possessor thereof without due process or authority of law.
