All of the administrative functions, powers
and duties of the Township shall be allocated and assigned among and
within departments established or constituted by the chapter or any
amendments and supplements thereto.
The head of each department shall be the chairman
of the standing subcommittee of the Township Committee assigned to
oversee the functions of that department. His term as department head
and chairman of the standing subcommittee assigned thereto shall be
coincidental and coterminal. The departments may be further organized
into various functional units known as "divisions." The Township Committee
may by resolution appoint directors to supervise within the limitations
and restrictions of the provisions of this chapter; such appointments
are further subject to the provisions of the Revised Statutes, Title
11, Civil Service.
Whenever a vacancy exists in any office required
by this chapter to be filled by the Township Committee Chairman with
the advice and consent of the Township Committee and there is no holdover
incumbent, the Township Committee shall by resolution fill such vacancy
for the remainder of the term of the original appointee.
