The following minimum requirements are hereby established for sewage disposal systems installed on lagoon lots and elsewhere in the Township of Lacey where the groundwater table, whether permanent, fluctuating, tidal or seasonal, is less than six (6) feet from the ground-surface finished grade elevation at the disposal system location. Within the Pinelands Area, the standards contained in Chapter 335, Zoning, of this Code must also be met for all sewage disposal systems. In the event that a conflict exists between the standards of this chapter and those of Chapter 335, the standards of Chapter 335 shall prevail.
A.
Septic tanks. All disposal systems shall be provided
with a septic tank meeting all requirements of Section 5 of Chapter 199, P.L.
1954, Revised 1963 (see N.J.S.A. 58:11-23 et seq.).
B.
Disposal areas.
(1)
The disposal area shall be determined by the results of soil borings performed at the particular disposal system location and in accordance with the requirements of Subsection C(1) of this section.
(2)
The disposal area shall consist of a seepage pit, disposal field or disposal bed or a combination thereof [except as provided in Subsection B(5) of this section.]
(3)
Disposal beds or trenches shall not be constructed where
the groundwater table is less than eighteen (18) inches below the bottom of
the trench or bed.
(4)
Seepage pits shall be constructed so that the influent
pipe invert is a minimum of two (2) feet above the groundwater table.
(5)
On lagoon lots where the requirements of Chapter 199,
P.L. 1954, Revised 1963 (N.J.S.A. 58:11-23 et seq.) cannot be met, no disposal
trenches or beds shall be installed except in conjunction with effluent treated
from an approved sewage treatment plant.
(6)
The following minimum distances shall apply to lots which
appear on duly filed maps of subdivisions approved by the Lacey Township Planning
Board:
C.
Method of determining disposal areas.
(1)
A soil boring shall be made at the location of the disposal
area. The boring log shall show the formations encountered to a depth of twenty-five
(25) feet and the depth to the groundwater table. Formations shall be classified
on the boring log in accordance with the Unified Soil Classification Chart
in Schedule A hereinafter set forth.[1]

(2)
Where a formation having a thickness of five (5) feet or more is encountered and the formation is classified between the limits of GW and SP on said Classification Chart, a seepage pit may be constructed as prescribed in Subsection D of this section.
(3)
Where a formation having a thickness of not less than three (3) feet but less than five (5) feet is encountered and the formation is classified between the limits of GW and SP on said Classification Chart, a combination of seepage pit and disposal bed or field shall be constructed as prescribed in Subsection D of this section (except on lagoon lots).
(4)
Where a formation of less than three (3) feet thickness
or no acceptable formation is encountered, seepage pits shall not be constructed.
(5)
Combination seepage pit and disposal bed or trench construction
shall be provided with a distribution box.
(6)
Where a suitable formation is encountered at a depth
exceeding twenty-five (25) feet, a seepage pit may be constructed upon requesting
and obtaining special permission from the Board of Health. Applicants in such
cases shall be prepared to show adequate means and methods of construction
and furnish such additional information as may be required.
(7)
No subsurface disposal system will be permitted on a
lagoon lot not having a suitable formation of five (5) feet thickness or greater.
D.
Construction requirements for seepage pits and combinations
of seepage pit and disposal bed for field.
(1)
Seepage pit construction shall be as follows:
(a)
Excavate all material to the depth of the disposal formation
to a minimum diameter of eight (8) feet.
(b)
Refill the excavation to within seven (7) feet of the
surface with granular material: gravel, stone or other acceptable filter material
as specified in Section 10.3 of Chapter 199, P.L. 1954, Revised 1963 (see
N.J.S.A. 58:11-23 et seq.).
(c)
Place a seepage pit constructed of precast or reinforced
concrete or concrete block having an outside diameter of six (6) feet zero
(0) inches on the granular backfill and fill the annular space between the
pit and the excavation with filter material to the depth of the inlet invert.

For a standard two-bedroom house, an absorption area
of one hundred sixty-five (165) square feet will be required. For every bedroom
thereafter, an additional fifty-five (55) square feet will be added. (The
bottom area of the pit shall be included in the computation of area.)

With deep-pit installations [in excess of ten (10) feet],
the designing engineer has the option of using either coarse sand or washed
stone as a backfill material between the bottom of the seepage tank and the
percolating sand strata.

In deep-pit areas [more than ten (10) feet], the minimum
depth allowed for a seepage tank will be nine (9) feet.
(d)
Place earth backfill over the pit to provide not less
than one (1) foot of cover to finish grade.
(2)
For combination seepage pit and disposal bed or trench construction, the seepage pit construction shall be as specified in Subsection D(1) above. In addition to the seepage pit, there shall be constructed the following lengths of disposal trench or area of disposal bed for each six (6) inches of deficiency in the formation between five (5) feet and three (3) feet [see Subsection C(3) above]:

All other applicable requirements of Chapter 199, P.L.
1954, Revised 1963 (N.J.S.A. 58:11-23 et seq.), shall remain in force.
Should no satisfactory formation be encountered upon a building lot,
the applicant shall submit samples of the materials encountered in the soil
boring for study by the Board of Health. Such study may include laboratory
analysis, the cost of which shall be paid by the applicant. If such study
discloses that a properly functioning system can be designed, then a system
certified by a licensed professional engineer that said system is in compliance
with Chapter 199, P.L. 1954, Revised 1963 (N.J.S.A. 58:11-23 et seq.), may
be constructed.
All soil borings under this chapter shall be certified by the designing
licensed professional engineer, and all drawings shall be certified that they
comply with Chapter 199, P.L. 1954, Revised 1963 (N.J.S.A. 58:11-23 et seq.).
The Lacey Township Sanitary Inspector or a representative of the Township
Engineer shall be present for the inspection of excavation and construction
of all seepage pits as specified herein. Notification shall be given the Sanitary
Inspector or the Township Engineer by the applicant forty-eight (48) hours
in advance of such construction.
Applications for certification for high water-table-zone realty improvements
shall be submitted to the Lacey Township Engineer and shall be accompanied
by the following engineering data:
A.
A plan of the realty improvement showing the following:
(1)
Lots with their dimensions.
(2)
Original grade contours.
(3)
Proposed final grading with elevations (United States
Coast and Geodetic Survey) at lot corners; finish floor elevations of the
street abutting the lot; elevations over the disposal system; direction of
surface runoff after final grading.
(4)
Location of all proposed sewerage facilities.
(5)
Location of the proposed realty improvement.
(6)
Location of the proposed potable water supply.
(7)
Location of the existing potable water supply and sewerage
facilities on adjoining premises.
(8)
Location of soil boring(s).
B.
A description and plans of the sewerage facilities proposed.
C.
Results of soil borings and groundwater determinations.
D.
A cross section through the sewage disposal system, showing
depths of all units, invert elevations, finish grades, finish floor elevation
and water table.
Any person or corporation violating any provision of this chapter shall
be liable to a penalty of two hundred dollars ($200.) for each offense and
an additional penalty of twenty-five dollars ($25.) for each day of continuance
of violation after notice of the violation shall have been given to such person
or corporation by the State Department of Environmental Protection or the
Board of Health of Lacey Township, to be collected and enforced by summary
proceedings for the collection of penalties pursuant to the Penalty Enforcement
Law (N.J.S.A. 2A:58-1 et seq.).
