A. 
The plumbing and heating standards of the State Uniform Fire Prevention and Building Code shall be and the same hereby are declared to be the minimum standards for all buildings hereafter constructed in the Town of Carmel and for all existing buildings wherein any installation, alteration, extension, repair or replacement of a plumbing system or heating system is proposed to be done.
B. 
The definitions of "plumbing," "plumbing system," "heating" and "heating system" as used in the State Uniform Fire Prevention and Building Code, above mentioned, are hereby adopted for the purpose of this article.

A. 
No installation, enlargement or extension of any plumbing system in any building or structure in the Town of Carmel shall be commenced until a permit therefor has been obtained from the Plumbing Inspector of the Town of Carmel, who shall also be an Assistant Building Inspector. Applications shall be on forms provided by the Plumbing Inspector and shall contain such plans, specifications and other information as the Plumbing Inspector may require.
B. 
Any permit so issued shall require that the work be done by a plumber or plumbing firm duly licensed by the County of Putnam, except a permit for the installation of water service pipes or house sewer lines. Such permit shall be valid for a period of one year from the date of issuance, but may be extended, for good cause shown to the Plumbing Inspector, for two consecutive periods not exceeding three months each. Every permit so issued shall be prominently displayed on the premises where such work is being done while work is in progress.
C. 
The fees for each permit shall be based on the following:

(1) 
Five fixtures or fewer.
(2) 
Each additional fixture.
When, after final inspection, it is found that the plumbing work has been completed in accordance with the applicable building laws, ordinances and regulations and in accordance with the application, plans and specifications filed in connection with the issuance of a plumbing permit, the Plumbing Inspector shall issue a certificate of completion of plumbing upon the form provided by him. If it is found that the plumbing work has not been properly completed, the Plumbing Inspector shall refuse to issue such certificate and shall order the completion of the plumbing work in conformity with the permit.
In all developments with more than two dwellings, the plumber, installer or builder shall submit to the Plumbing Inspector two copies of as-built diagrams of private or public house water and sewer service lines and the connections. The as-built diagram shall contain the following information:
A. 
The type of piping material, its size and the pounds per square inch.
B. 
The location of the shutoff valves (curb boxes).
C. 
A complete cross-section schematic diagram designed to scale with the depth of the piping.
A. 
No installation, enlargement or extension of any heating system, exclusive of electrical heating systems, in any building or structure in the Town of Carmel shall be commenced until a permit therefor has been obtained from the Plumbing Inspector of the Town of Carmel. Applications shall be on forms provided by the Plumbing Inspector and shall contain such plans, specifications, heat loss calculations and other information as the Plumbing Inspector may require.
B. 
Any permit so issued shall be valid for a period of one year from the date of issuance, but may be extended, for good cause shown to the Plumbing Inspector, for two consecutive periods not exceeding three months each. Every permit so issued shall be prominently displayed on the premises where such work is being done while work is in progress.
C. 
The fee for each permit shall be as set forth by resolution of the Town Board.

When, after final inspection, it is found that the heating work has been completed in accordance with the applicable building laws, ordinances and regulations and in accordance with the applications, plans and specifications filed in connection with the issuance of a heating permit, and the proper insulation installed, the Plumbing Inspector shall issue a certificate of completion of heating upon the form provided by him. If it is found that the work or insulation has not been properly completed, the Plumbing Inspector shall refuse to issue such certificate and shall order the completion of the heating work or insulation, as the case may be, in conformity with this article.
Whenever the Plumbing Inspector has reasonable grounds to believe that work on any building or structure is being done in violation of the provisions of the applicable building laws, ordinances or regulations, or not in conformity with the provisions of an application, plans or specifications on the basis of which a plumbing or heating permit was issued, or in an unsafe and dangerous manner, he shall notify the owner of the property, or the owner's agent, or the person performing the work, to suspend all work, and any such persons shall forthwith stop such work and suspend all plumbing and heating activities, whichever the case may be, until the stop-work order has been rescinded. Such order and notice shall be in writing, shall state the conditions under which the work may be resumed and may be served upon a person to whom it is directed either by delivering it personally to him or by posting the same upon a conspicuous portion of the building or structure in which the work is being performed and sending a copy of the same by registered mail.

The Plumbing Inspector is hereby authorized within the Town of Carmel to ascertain compliance with and to enforce the provisions of the Putnam County Plumbing License Law and the rules and regulations of the Putnam County Plumbing Board.
A. 
It shall be unlawful for any person, firm or corporation to perform plumbing or heating work in any building or structure or portion thereof in the Town of Carmel in violation of any provision of this article or to fail in any manner to comply with a notice, directive or order of the Plumbing Inspector.
B. 
Any person, firm or corporation who shall fail to comply with a written order of the Plumbing Inspector within the time fixed for compliance therewith shall be punishable by a fine of not more than $1,000 or by up to one year in jail, or both. Each day that a violation continues shall be deemed a separate offense.

C. 
Except as provided otherwise by law, such a violation shall not be a crime and the penalty or punishment imposed therefor shall not be deemed for any purpose to be a penal or criminal penalty or punishment and shall not impose any disability upon or affect or impair the credibility as a witness, or otherwise, of any person convicted thereof.

The Plumbing Inspector is hereby authorized to issue and serve an appearance ticket with respect to a violation of this article.
