The Town Board of the Town of Carmel hereby
finds that it is in the public interest to prolong the life of landfill
facilities and conserve natural resources by requiring the separation
and recycling of newspapers, cardboard and magazines.
It shall be mandatory for persons who are owners,
tenants or occupants of residential and commercial buildings in the
Town of Carmel to package or bag newspapers, cardboard and magazines
for collection and recycling by the Town of Carmel or its duly authorized
agents.
Newspapers, cardboard and magazines shall be
separately tied with rope or cord or placed in paper bags not exceeding
50 pounds in weight per bundle or bag.

Any person who violates any provision of this
article shall, upon conviction thereof, be subject to a fine not to
exceed $250 or to imprisonment for a term not to exceed 15 days, or
both.
