GENERAL REFERENCES
Abandoned or junked vehicles — See Ch. 145.
Vehicles and traffic — See Ch. 147.
As used in this chapter, the following terms shall have the meanings indicated:
CENTER
Refers to the Putnam Plaza Shopping Center, Putnam Square Shopping Center and Mahopac Plaza Shopping Center, all located in the Town of Carmel, New York.
When designated and posted, a rate of speed in excess of 15 miles per hour of any vehicle in any part of the parking area of a center shall be unlawful and is hereby prohibited.
When one-way traffic is designated and posted, a vehicle shall be driven only in the direction designated.
A. 
The parking or standing of any vehicle is hereby prohibited in any part of a center except in those areas designated by white lines, with the following further conditions:
(1) 
Parking time limits, when designated and posted, of one hour shall be enforced.
(2) 
Parking shall be either for the specific purpose of delivering merchandise to any tenant in the center or for doing business with the merchants in the immediate area.
B. 
When designated and posted, no vehicle shall be parked or left standing in any part of a center between the hours of 4:00 a.m. and 7:00 a.m. or at any time during snowstorms, floods, fires or other public emergency, except as directed by a police officer or by authorized sticker.
No vehicle shall be abandoned in any center at any time.
Any vehicle parked or left standing unattended or abandoned in violation of any of the provisions of this chapter may be removed and stored by any person thereunto duly authorized, in writing, by the owner or person in general charge of the center and may be redeemed by the owner of said vehicle upon payment to said owner or person in charge of the center for the cost of the removal and the storage of said vehicle. In addition, any person violating §§ 123-3, 123-4 and 123-5 of this chapter shall be subject to punishment as provided in § 123-7 of this chapter.
The violation of any provision of this chapter shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law, and any person violating any provisions of this chapter shall be punished as therein provided.
