The provisions of this article shall apply to all hospitals, shopping centers, private apartment complexes, fire stations, private condominium complexes, industrial parks and industrial complexes described in Schedule XIX (§ 147-60) attached hereto and made a part of this chapter.
When designated and posted, a rate of speed in excess of 15 miles per hour of any vehicle shall be unlawful and is hereby prohibited.
When one-way traffic is designated and posted, a vehicle shall be driven only in the direction designated.
A. 
The parking or standing of any vehicle in the parking areas of a shopping center is hereby prohibited except in those areas designated by white lines subject to the following further conditions:
(1) 
When designated and posted, parking time limits of one hour shall be enforced.
(2) 
When designated and posted, no vehicle shall be parked or left standing in the parking areas of a shopping center between the hours of 4:00 a.m. and 7:00 a.m. except as directed by a police officer or by authorized sticker.
B. 
The parking or standing of any vehicle in a designated fire and/or safety zone is hereby prohibited.

Any vehicle parked or abandoned in any area, which is subject to the provisions of this Article IV, during snowstorms, floods, fires or other public emergencies or found unattended in any area, which is subject to the provisions of this Article IV, where it constitutes an obstruction to traffic or where stopping, standing or stopping is prohibited may be removed and stored by any person thereunto duly authorized, in writing, by the owner or person in general charge of the operation and control of such area. The owner of any vehicle removed and/or stored pursuant to this section may redeem said vehicle upon payment to the said owner or person in charge of the operation and control of such area of the reasonable costs of the removal and the storage of said vehicle, such removal charges not to exceed $125 and storage charges not to exceed $40 per day or fraction thereof.
