It shall be unlawful for any person within the corporate limits of the village to collect or remove garbage, trash, ashes or other refuse for hire without first having obtained and paid for and having in force and effect a license therefor.
Any person desiring to procure a license as provided in this Article shall apply in person to the Village Clerk, shall give his name and address or that of the person he represents and such other information as may be required by the Village Clerk.
Upon application for a license under this Article being made and upon the payment of the fee provided in this Article and upon the approval of said application, a written license shall be issued, together with a number, which shall be displayed on any and all vehicles operated by the licensee.
Except as provided in this Article, no license under the provisions of this Article shall be refused, except for a specific reason and for the protection of the public safety, health, morals or general welfare of the residents of the village.
The license fee for collectors of garbage, trash, ashes and other refuse provided for in this Article shall be set by the Board of Trustees.
A license issued as provided in this Article shall be valid for a period of one year from the date the same is issued.
A license issued under the provisions of this Article shall not be assignable, and any holder of such license who permits the same to be used by any person other than his lawful employee shall be guilty of a violation of this Article.
A licensed collector of garbage, trash, ashes and other refuse under this Article shall exercise due care in the collection of garbage, trash, ashes and other refuse and in the transportation and unloading of the same at the designated village dumping area and shall not leave the curbs, streets, sidewalks, public places or such dumping area in an unsightly condition.

It shall be the duty of the Village Clerk to keep a record of all applications and of all licenses granted under the provisions of this Article, with the number and date of each license, the name and residence of the person licensed, the amount of the license fee paid and the dates of revocation of all licenses revoked.
A. 
The Village Clerk may, at any time for a violation of this Article or any other ordinance or any law, revoke any license issued as provided in this Article, and when such license shall be revoked, there shall be no refund of any part of said license fee.
B. 
Notice of such revocation and the reason therefor, in writing, shall be served upon such licensee personally or by registered mail and a copy thereof filed with the Village Clerk.
A. 
It shall be illegal for any sanitation collector, refuse collector or common hauler to park any vehicle, truck or machinery used for the collection of trash, refuse or garbage on any public street in the village overnight.
B. 
Whereas the village has determined that parking such vehicles within the village causes a health hazard and constitutes a nuisance, it is therefore promulgated that parking on private or public property within the village limits is strictly prohibited.
C. 
All such vehicles shall be parked at that area in the village as designated by the Village Manager.
