All street openings must be cut square.
In any work done involving a connection to a village water or sewer line, a representative of the Village must be present when the connection is made and when the backfill of the excavation is started.

In backfilling a street opening, there will be compaction at every 12 inches.
A. 
The street surface will be restored to the condition it was prior to the excavation and with the same type surface material as was removed.
B. 
When street openings are made in cold weather when it is impossible to place a proper surface cover back on the excavation, the person or contractor may deposit with the Village a sum equal to the estimated cost of the surface material and labor to install the same and, if all other work is satisfactory, his cash deposit or performance bond will be returned to him.
The person or contractor who obtains the permit required by this article will be responsible for public safety and will furnish and use lights, flares, barricades and other devices as may be necessary for this purpose and as recommended by the Village Police Department.

A. 
No one shall open a street in the Village for any purpose without obtaining a permit from the Village at least 24 hours prior to commencement of the work.
B. 
In addition, no one shall open a street in the Village for any purpose without obtaining a certificate of insurance, running to the Village and naming it as an additional insured party, including public liability and property damage coverage, in a form to be reviewed and approved by the Village Attorney prior to any work.

There will be a fee of $50 for a permit issued under the provisions of §§ 196-14 through 196-17.

The permits required by §§ 196-14 through 196-17 must he obtained by the individual or contractor who is actually going to do the work. A cash deposit or performance bond of $750 must be provided for each permit requested. This will he returned upon the completion of the work, provided that the street opening is completed within 30 days of the date the deposit or performance bond is posted with the Village Clerk, and further provided that it is done according to the provisions set forth in this article. If the work is not satisfactorily performed, the cash deposit or bond will be held pending corrective work by the contractor.
The village reserves the right to refuse to issue a permit under §§ 196-14 through 196-17 to any individual or contractor who has on a prior occasion violated the performance sections of this article.
