A. 
The Board of Trustees, by resolution, may from time to time establish and amend policies of the Village with respect to provisions for granting and use of sick leave and vacation leave; for accumulation of unused sick leave and vacation leave; and for compensation of employees for unused sick leave and vacation leave and for separation pay. Such policies shall be applicable to all employees other than those employees who are members of a collective bargaining unit established or recognized pursuant to the New York State Civil Service Law.
B. 
Any policy established pursuant to this section shall be subject to change in the discretion of the Board of Trustees. The adoption or amendment of any particular policy shall not be deemed to establish any vested right in any employee to compensation for any unused sick leave or vacation leave, except that the rights of an employee who has met all requirements for receipt of such compensation and who has applied therefor, in accordance with the policy in effect at the time of such application, shall not be diminished by any subsequent amendment to the said policy.
C. 
In establishing or amending any policy pursuant to this section, the Board of Trustees may establish reasonable classifications or categories of employees, and make and amend different provisions for use or accumulation of sick leave or vacation leave or for compensation for unused sick leave or vacation leave or separation pay for employees in different classes or categories.
D. 
Any policy established pursuant to this section may provide for granting sick leave and vacation leave and accumulation and/or compensation for unused sick leave or vacation leave or separation pay at such time or times and in such amount or amounts as the Board of Trustees shall determine in its sole discretion.
