No person who owns, possesses, harbors, keeps or is in any charge or control of a dog shall cause, suffer, allow or permit any such animal to soil, defile, defecate on or commit any nuisance on any public highway, street, thoroughfare or walk used in common by the public, or any place where people congregate, or on any private property without the permission of the owner of said private property. The restriction in this section shall not apply to that portion of the street lying between the curblines, which may be used to curb such animal under the following conditions:
A. 
The person who so curbs such animals shall immediately remove all feces deposited by such animal by any sanitary method approved by the Nassau County Department of Health.
B. 
The feces removed from the aforementioned designated area shall be disposed of in a sanitary manner approved by the Nassau County Department of Health by the person owning, harboring, keeping or in charge of any animal curbed in accordance with the provisions of this article.

No person shall feed, cause to be fed or provide food for any wild animal, and/or stray domestic animal, or bird or other fowl within the Village of Great Neck Estates. It shall constitute a violation of this section to provide food or water for any domestic animal in a location which is reasonably accessible to any wild animal and/or stray domestic animal. Notwithstanding the foregoing, providing food or water for birds in a feeder or watering facility shall not be prohibited by this section so long as the container in which such food or water is maintained is at least three feet above ground level.
Any person who violates the provisions of this article shall be subject to a fine not to exceed $25 for the first such violation, $50 for the second such violation and $75 for the third such violation and each succeeding violation.
