When any permit or approval issued by any official
or board of the Village pursuant to any provision of this Code, or
any period of time provided in any permit or approval for the performance
of any act, expires on any date which is a Saturday, Sunday or a legal
holiday, the duration of the permit or approval or period of time
shall be deemed to be extended to expire at 12:00 midnight on the
next succeeding business day, unless the permit or approval expressly
provides otherwise.

Upon receipt
of notification from the Clerk of the Village Justice Court of the
failure of a person or entity to appear within 30 days after the return
date or new subsequent adjourned date of any summons or appearance
ticket issued pursuant to law and returnable in the Village Justice
Court charging such person or entity with a violation of any provision
of the Vehicle and Traffic Law or the Village Code, or any other state
or local law or regulation, or the failure of any person or entity
to pay any fine imposed by the Village Justice Court within 30 days
of the date when such payment is due, the Village Clerk may suspend
any permit, license or approval issued by the Village to any such
person or entity, and the privileges of such person or entity pursuant
to any such permit, license or approval or pursuant to any Village
law or regulation, until notification from the Village Justice Court
Clerk to the Village Clerk that such person or entity has appeared
in response to such appearance ticket or summons or has paid such
fine.

Any suspension
issued pursuant to this section shall take effect five days from the
date on which written notice thereof is sent by the Village Clerk
to the person or entity whose license, permit, approval or privilege
is suspended, and shall remain in effect until the Village Clerk is
notified by the Village Justice Court Clerk that the person or entity
has appeared or paid the fine as provided in this section.

Upon receipt
of notification from the Clerk of the Village Justice Court of the
failure of a person or entity to appear within 30 days after the return
date or new subsequent adjourned date of any summons or appearance
ticket issued pursuant to law and returnable in the Village Justice
Court charging such person or entity with a violation of any provision
of the Vehicle and Traffic Law or the Village Code, or any other state
or local law or regulation, or the failure of any person or entity
to pay any fine imposed by the Village Justice Court within 30 days
of the date when such payment is due, the Village Clerk shall notify
each Village board or agency which is considering an application by
such person or entity, and no such board or agency shall continue
the consideration of, nor approve, such application until the board
of agency has been notified by the Village Clerk that the person or
entity has appeared or paid the fine as provided in this section.
