A.
Definitions of words and phrases.
(1)
The words and phrases used in this chapter shall,
for the purposes of this chapter, have the meanings respectively ascribed
to them by Article 1 of the Vehicle and Traffic Law of the State of
New York.

PUBLIC PARKING LOT
The following words and phrases, which are not defined
by Article 1 of the Vehicle and Traffic Law of the State of New York,
shall have the meanings respectively ascribed to them in this section
for the purposes of this chapter:
The prolongation of the lateral line of a curb or, in the
absence of a curb, the lateral boundary line of the roadway.
New Year's Day, Martin Luther King Day, Presidents' Day,
Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans
Day, Thanksgiving Day and Christmas Day.

A designated location upon or within which the parking of
vehicles is regulated by parking meters.
A plot or parcel of land or building owned and/or leased
by this Village, not including highways, upon or within which the
parking of vehicles is regulated by signs, parking meters and/or permits.
B.
Interpretation.
(1)
Official time standard. Whenever certain hours are
named herein or on traffic control devices, they shall mean the time
standard which is in current use in this state.
(2)
Measurements. Any linear measurements specified for
various orders, rules and/or regulations contained in or adopted and/or
issued pursuant to this chapter shall be deemed to be approximate,
and such measurements, and the order, rule and/or regulation to which
they pertain, shall not be affected or altered in any way by the widening
of a street, by the construction of curbs, gutters or sidewalks or
by any other action which might tend to obliterate the point from
which such measurements were originally made. Unless otherwise indicated,
measurements shall be made from the nearest curbline of the street(s)
referred to in a location description or, if there is no curbline,
from the nearest pavement edge.
(3)
Directions. For the purposes of this chapter, all
streets and highways in the Village shall be deemed to run north-south
or east-west, and streets or highways running generally parallel to
the direction indicated shall be deemed to run in such direction.
The Superintendent of Public Works shall install
and maintain traffic control devices when and as required under the
provisions of this chapter to make effective the provisions of this
chapter and may install and maintain such additional traffic control
devices as the Board of Trustees may deem necessary to regulate, warn
or guide traffic under the Vehicle and Traffic Law of the State of
New York, subject to the provisions of §§ 1682 and
1684 of that law.
A.
For the purpose of maintaining an accurate record of all orders, rules and/or regulations adopted and/or issued under the provisions of this chapter, there is hereby established a system of schedules, appearing as Article IX of this chapter, in which shall be entered such orders, rules and/or regulations after adoption and/or issuance. Such schedules shall be deemed a part of the section to which they refer. Orders, rules and/or regulations shall be adopted with reference to the appropriate schedule, as indicated in the various sections of this chapter.
B.
Pursuant to § 1603 of the Vehicle and Traffic
Law, the Police Commissioner of the Village of Great Neck Estates
is hereby authorized, in consultation with the Village Police Department,
to adopt and issue orders, rules and/or regulations in accordance
with and implementing the provisions of this chapter and the Vehicle
and Traffic Law and, in particular, relating to the schedules established
by this chapter. A written report of any such orders, rules and/or
regulations shall be made by the Police Commissioner to the Board
of Trustees at or before the next regular meeting of the Board after
the issuance of such orders, rules or regulations, and such orders,
rules or regulations shall remain in effect until repealed or modified
by the Police Commissioner or the Board of Trustees.
