A. 
The following regulations shall hereafter apply to all parks and playgrounds under the jurisdiction and control of the Township of Lower Moreland:
(1) 
No person shall be allowed in any park or playground between dusk and dawn unless permitted by the Township.

(2) 
No person shall enter or leave a park except by the entrances provided for that purpose.
(3) 
The use of ball fields and court surfaces in all parks by organized athletic associations shall require a permit.
(4) 
No person shall transport or have in his/her possession intoxicating beverages or sell, distribute or consume intoxicating beverages within a park or playground.
(5) 
No gambling or any obscene or indecent act shall be allowed in a park or playground.
(6) 
No abusive, indecent or threatening language or gesture or any conduct that may annoy others shall be allowed in a park or playground.
(7) 
No person shall solicit alms or subscriptions in a park or playground.
(8) 
No pet animals shall be allowed in a park or playground unless attended and controlled by a leash. Pets are prohibited from all athletic fields, playgrounds or fenced court surfaces in all parks. Owners and/or guardians are responsible for the immediate cleanup and proper disposal of any and all fecal deposits of said pet animals.
(9) 
No person shall sell or expose for sale any tickets of any kind in a park or playground.
(10) 
No person shall sell or expose for sale any articles within a park or playground.
(11) 
No person shall discharge any fireworks in a park or playground unless supervised by a representative designated by the Board of Commissioners.
(12) 
No person shall park an automobile or other vehicle in any roadway or section of ground except in spaces definitely allocated for parking purposes.
(13) 
No person or persons shall occupy parked vehicles after dark except with interior and parking lights turned on in parks and playgrounds.
(14) 
No person shall in any way injure or foul any buildings, equipment or water within a park or playground.
(15) 
No person shall carry firearms or a bow and arrow in a park or playground unless in compliance with the Pennsylvania Uniform Firearms Act, 18 Pa.C.S.A. § 6101 et seq., or throw stones or project missiles within any park or playground.

(16) 
No person shall discard any dead animals or offensive matter or substance of any kind within the boundaries of a park or playground.
(17) 
No person shall scatter, drop or leave in any portion of a park or playground, except in the receptacles provided for that purpose, any piece of rag, plastic wrappers or containers, paper, grass clippings, garbage, dead flowers, glass, tin containers or other rubbish.

No swimming or boating in lakes or ponds located in parks or playgrounds.

(19) 
No person shall injure, deface or destroy any notices, rules or regulations for the government of a park or playground posted in any other manner and permanently fixed within the limits of the same.
(20) 
No placard, advertisement, public notice or personal card shall be distributed, posted or affixed in any manner in a park or playground unless authorized by the Township.

(21) 
No person shall annoy, strike, injure, maim or kill any animals or birds in a park or playground.
(22) 
No person shall disturb the waterfowl in the streams, lakes or ponds or birds, nests or eggs in any part of a park or playground.
(23) 
No person shall remove, disturb, interfere with or take any of the blossoms or fruit growing upon any tree, shrub or bush in a park or playground.
(24) 
No person shall climb any tree or break, cut down or remove or in any manner injure or deface any ornament, tree, plant, shrub, fern, flower bed, turf or any of the buildings, fences, bridges, playground equipment or other construction within a park or playground, nor shall any person write on any buildings, structure, fence, rock or stone within a park or playground or pick or carry away any fern or flowers.
(25) 
No person shall light or permit a fire to burn unless in designated areas in a park or playground.
(26) 
No gatherings or meetings of any kind assembled through advertisement shall be permitted in a park or playground. Meetings or gatherings for political or industrial purposes are not permitted.
(27) 
No groups or parties in excess of 25 persons shall occupy a park unless a permit has been secured for such occupancy from the Township Manager. No permit shall be issued unless an application therefor shall have been made at least 48 hours before the time the group or party desires to occupy the park or playground.
(28) 
Motorized minibikes, snowmobiles and similar propelled vehicles and go-carts are not permitted in parks or playgrounds.
(29) 
The washing or repair of any motor vehicle shall not be permitted in any park or playground.
(30) 
Park or playground usage is restricted to Lower Moreland Township residents and their guests only, except for parks funded in part by state or federal grants.
(31) 
No person shall display, distribute, use, chew, light or smoke any tobacco products or any electronic smoking devices, such as e-cigarettes and e-cigars, in Township parks or playgrounds.

A. 
The Code Enforcement Officer and the Police Department of the Township of Lower Moreland shall enforce these regulations and exercise general supervision over persons occupying or using parks and playgrounds.
B. 
Employees of the Township assigned to a particular park or playground for supervisory reasons shall enforce the rules and regulations set forth in this chapter and shall have jurisdiction in enforcing the same.

The Department of Public Works of the Township of Lower Moreland shall exercise general supervision over persons occupying or using the parks and over the care, maintenance, construction and replacement of Township property and equipment in the parks and playgrounds and shall keep such property and equipment in a clean and sanitary condition.

Any person or persons violating any of the provisions of this chapter or the regulations provided therein shall be guilty of a summary offense and, upon conviction thereof before a District Justice, shall be subject to the payment of a fine not to exceed $600 and the costs of prosecution and, in default of payment thereof, shall undergo imprisonment in the Montgomery County lockup for a period not exceeding 30 days.

The Board of Commissioners may, from time-to-time, by resolution, adopt a schedule of fees and charges, and such regulations as may be necessary to implement the orderly use of Township parks and playgrounds. Such regulations may establish open and closing times of the parks, prohibited activities, separate regulations for each park based upon existing facilities and proposed activities, and such other regulations as deemed necessary by the Board.
