A. Disorderly
practices are hereby prohibited within the Township of Lower Moreland.
Any person who shall be guilty of any act, word or practice causing
or tending to cause a disturbance of the peace and good order of the
Township or causing or tending to cause any danger, discomfort or
annoyance to any of the inhabitants of the Township or users of the
Township thoroughfares, or who shall willfully make any loud, boisterous
or unseemly noise or disturbance, or who shall fight or quarrel or
incite others to fight or quarrel, or shall publicly make use of any
obscene or indecent language, or who shall congregate upon any of
the public streets or alleys or public grounds in the Township, to
the annoyance of peaceable residents nearby or of persons traveling
upon any street or alley or being lawfully upon any of the public
grounds in the Township, whereby the public peace is broken or disturbed
or the traveling public is annoyed, shall be found guilty of a disorderly
practice.
B. Disorderly
practices shall include but not be limited to the following:
(1) The sounding of any horn or any signaling device on any automobile,
motorcycle, motor bicycle or other vehicle in any street or public
place of the Township, except as a danger warning signal.
(2) The operation of any motor vehicle or motorcycle in the Township,
licensed or unlicensed, on public or private premises, whether standing
or moving, without an appropriate muffling device on the exhaust system
of said vehicle in order to prevent any unnecessary and unreasonably
loud or harsh sound.
(3) The use, operation or playing of any radio receiving set, musical
instrument, television, phonograph, public-address system or other
machine or device for producing or reproducing sound in such a manner
as to disturb the peace, quiet and comfort of neighboring inhabitations.
The operation of any such instrument in such a manner as to be plainly
audible at a distance of 50 feet from the building, structure or vehicle
in which it is located is prohibited. Exceptions will be permitted
for special events such as but not limited to a public-address system
used for a community event.
(4) No person shall yell or shout on the public streets nor at any time
or place so as to annoy or disturb the quiet, comfort or repose of
persons in any building or of any persons in the vicinity.
(5) The following activities shall only be permitted between 7:00 a.m.
and 8:00 p.m. Monday through Friday and between 8:00 a.m. and 8:00
p.m. on Saturdays:

(a) Construction work, including excavation, demolition, alteration,
erection or repair of any building or structure. The operation of
machinery, a commercial motor vehicle unit on a truck, any equipment,
pump, lawn mower, leaf blower, chain saw, or similar mechanical device.
(b) The prohibition set forth in Subsection
B(5)(a) of this section shall not apply to emergency or municipal work necessary to restore property to a safe condition, work required to protect persons or property from imminent danger or snow removal or residential lawn maintenance on Sundays or holidays between 8:00 a.m. and 5:00 p.m.
(c) No construction work shall occur on Sundays or on New Year's Day,
Memorial Day, the Fourth of July, Labor Day, Thanksgiving Day or Christmas
Day.
(d) The Township Manager may exempt public construction projects or other
projects from the restrictions of this subsection upon a showing of
special circumstances.
(6) No person shall operate or cause to be operated any recreational
motorized vehicle off a public right-of-way in such a manner that
the sound of the vehicle crosses the boundary of private property
when operated on private property. This subsection shall apply to
all recreational motorized vehicles, whether or not duly licensed
and registered, including but not limited to commercial and noncommercial
racing vehicles, motorcycles, minicycles, go-carts, snowmobiles, campers,
dune buggies and all-terrain vehicles.

Any person who shall violate any provision of this article shall,
upon conviction thereof, be sentenced to pay a fine of not less than
$5 or more than $600 and costs of prosecution and, in default of payment
of such fine and costs, to imprisonment for not more than 30 days.
