A. 
The owner, occupant, agent in charge or tenant of every property in the Township of Lower Moreland fronting upon or abutting any street, road or service lane in the Township alongside which a sidewalk is located is hereby required to clear a pathway not less than 30 inches in width by removing or causing to be removed all snow and ice within 36 hours after snow and ice has ceased to fall.

B. 
In the event snow and ice forming on the sidewalk is frozen so hard that it cannot be removed without causing damage to the pavement, the person having charge of the snow and ice removal shall, within the time specified in § 176-24A, cause the sidewalk to be covered and kept with enough salt, sand, cinders, or other abrasive to make travel reasonably safe and shall, as soon thereafter as weather shall permit, thoroughly clean such sidewalk.

C. 
No person shall deposit or cause to be deposited any snow or ice on or immediately next to a fire hydrant, mailbox or on any sidewalk, roadway or loading and unloading areas of a public transportation system, except that snow and ice may be mounded by the Township of Lower Moreland on public cartways incident to the clearing of snow and ice or mounded on curbs incident to the clearing of sidewalks. The property owner or tenant shall be responsible for any snow or ice found in the roadway abutting his/her property.

D. 
Every owner, occupant, agent in charge or tenant of a property alongside or on which a fire hydrant, fire department connection or other emergency equipment is located shall be responsible to keep said equipment clear and uncovered.
In any case where the owner, occupant or tenant, as aforesaid, shall fail, neglect or refuse to comply with any of the requirements of this article within the time limit prescribed therein, the Township may proceed forthwith to have all snow and/or ice removed from the sidewalk of such delinquent by independent contractor, and in that event, the Township authorities shall be entitled to collect the expenses of such removal, with any additional amount allowed by law, from such owner, occupant or tenant, as the case may be, which may be in addition to any fine or penalty imposed under this article. Any sum to which the Township is entitled under this section may be collected in any manner(s) provided by applicable law.

A. 
Any owner, occupant, agent in charge or tenant who shall fail to remove any snow or ice from any sidewalk as required of this article or who deposits snow or ice in a prohibited location shall, upon conviction thereof, be sentenced to pay a fine of not less than $150 nor more than $600, plus costs of prosecution and, in default of payment of such fine and costs, to imprisonment for not more than 30 days, provided that a new and separate offense shall be deemed to have been committed for each day that any such violation or failure to comply shall exist.
B. 
Each owner, occupant, agent in charge or tenant having received notice of said violation may, within 24 hours of the issuance of said notice, elect to remove the snow and ice from the sidewalk or other prohibited location, and shall plead guilty to the violation by signing such notice and paying the sum of $25 at the Township Administrative Offices avoiding prosecution specified in § 176-25.1A. Failure to comply with the requirements of this article shall result in summary proceedings before a District Justice.
