Whenever a vacancy exists in the office of head of any division, by resignation, removal, disability or otherwise, the Director of the department, subject to the approval of the Business Administrator, may fill such vacancy temporarily by appointing an acting head of such division who shall have and perform all the functions, powers and duties of such division head until the office shall be filled permanently.
A. 
Every officer or employee of the Township who by virtue of his office or position is entrusted with the receipt, custody or expenditure of public monies or funds, and any other officer or employee who may be required to do so by the Council, shall, before entering upon the duties of his office or position, execute and deliver a surety bond in such amount as may be fixed by resolution of Council, binding him to the Township in its corporate name and conditioned upon the true and faithful performance of his duty. Each officer or employee required by law to give bond shall execute such a bond with sufficient surety and deliver the same to the Clerk, except that the Clerk shall deliver his bond to the Comptroller before he enters upon the discharge of the duties of his office or employment.
B. 
In every case in which any person is required by the laws of the state or by any ordinance to give a bond for the faithful performance of his duties, the bond shall be secured by a corporate surety authorized to do business in this state, and the premium therefor shall be paid by the Township. Each bond shall be approved by the Township Attorney as to form and sufficiency, and nothing in this section shall be construed to prevent the use of one or more blanket bonds when so approved.

A. 
All documents that are deemed to be "government records" pursuant to N.J.S.A. 47:1A-1 et seq., the Open Public Records Act, as amended, shall be open to public search, inspection and examination, subject to and within the limitations prescribed by law.
B. 
All government records shall be carefully and conveniently filed, kept and preserved and be and remain the sole property of the Township and shall not at any time be removed from the offices of such department except when required for use in official business and shall then be returned to such office without delay. Each department head shall be responsible for enforcing the requirements of this subsection in his or her department, and shall report compliance with the requirements of this subsection to the Custodian of Records upon request. This subsection shall be subject to the provisions of N.J.S.A. 47:3-15 et seq., the Destruction of Public Records Law.
C. 
Copies of government records and police records.
(1) 
Standard-sized paper documents shall be made available for purchase by any citizen during regular business hours according to the following schedule of fees which shall be based on the total number of pages or parts thereof to be purchased without regard to the number of separate records being copied:
(a) 
Documents up to 8 1/2 inches by 11 inches:

Less than 11 pages: no charge.
[2] 
Eleven or more pages: $0.05 per page, starting with the first page.
(b) 
Documents larger than 8 1/2 inches by 11 inches, up to and including 11 inches by 17 inches:
[1] 
Less than eight pages: no charge.
[2] 
Eight or more pages: $0.07 per page, starting with the first page.
(c) 
Maps and documents larger than 11 inches by 17 inches, including but not limited to street maps, tax maps, and zoning maps: $2 per sheet, starting with the first sheet.
(d) 
As set forth in N.J.S.A. 39:4-131, when copies of motor vehicle accident reports are requested other than in person, the requestor shall pay a fee of $5 to cover the administrative cost of mailing the report, in addition to the fees established pursuant to § 4-58, Public records. For purposes of this subsection, the term "motor vehicle accident reports" shall mean form NJTR-1, as well as any investigative reports arising from and pertaining to the accident.
(2) 
Vital records (birth, death, marriage, civil union, domestic partnership).
(a) 
Certified copy of an original record: $15.
(b) 
Correction of an original record: $10.
(3) 
Preprinted documents.
(a) 
Master Plan: $16.50.
(b) 
Bid specifications.
[1] 
One to 125 pages: no charge.
[2] 
One hundred twenty-six pages or more: $75.
[3] 
On the occasion of a rebid: no charge to rebidders.
(4) 
Electronic records. (For security reasons, the use of recordable/writable media provided by the requestor is prohibited.)
(a) 
Copies of public meetings on CD, DVD or cassette tape, whichever is available: $0.50 per CD/DVD/cassette tape.
(b) 
Copies of Police Department DVDs or CDs: $0.50 per DVD or CD.
(c) 
Audio copies of police communications on CD: $0.50 per CD.
(d) 
Copies of police mobile video DVDs: $0.50 per DVD.
(e) 
Copies of existing files to a CD in the format that currently exists: $0.50 per CD.
(5) 
Mailing charges. Where copies of a document are requested to be mailed, other than police accident reports, fees for which are set forth in Subsection C(2)(b) above, there will be a minimum mailing charge of $0.50 in addition to any copying charges. Additional mailing charges will be assessed where the size or weight of the requested document(s) so requires. In the event that a compact disc/cassette tape is to be mailed, there shall be a postage and handling fee of $2 per package.
(6) 
A deposit shall be paid prior to filing a request where it is estimated that the records requested will cost in excess of $5 to reproduce. The amount of the deposit shall equal the total estimated cost of filing the request.
(7) 
Except as otherwise provided by state law or regulation, a copy or copies of a government record may be purchased by any person upon payment of the fees set forth in § 4-58. Notwithstanding the foregoing, pursuant to N.J.S.A. 47:1A-5 et seq., if the Township of Parsippany-Troy Hills can demonstrate that its actual cost for duplication of a government record exceeds rates set forth in § 4-58, the Township shall be permitted to charge the actual cost of duplicating the record.
Upon the termination of the term of office or the employment of any officer or employee, he shall forthwith deliver, to his successor or, if there is no successor, to the Township Clerk or other person designated to receive the same, all monies, papers, books, memoranda, accounts and data of any nature whatever pertaining to his office.
The public, administrative and executive business offices shall be open for the transaction of public business daily except Saturdays and Sundays and legal holidays between such hours as the Mayor, Business Administrator or other officer may prescribe with the approval of the Council, except as otherwise provided by law. All departments, in time of emergency, shall provide municipal services for 24 hours a day. The Mayor, Business Administrator or a department head may require any officer or employee to be in attendance for work on any day or days whenever he determines that a public exigency or emergency so requires.
The Council shall cause to be made an annual audit of the Township accounts and financial transactions as required by law. Such an annual audit shall be made by a registered municipal accountant of New Jersey selected by the Council.
A. 
All checks drawn on the Township may bear the notation, "This check invalid if not cashed within 180 days hereof."
B. 
Whenever a check drawn on the Township has not been presented to the payor bank for payment more than six months after its date, the Comptroller may cancel such check.

A. 
There is hereby imposed a service fee of $20 upon the accounts for any check which is submitted in payment to the Township, which is returned to the Township for nonpayment for the reason of insufficient funds.
B. 
Whenever an account owing to a municipality is for a tax or special assessment, the service charge authorized by this chapter shall be included on whichever list of delinquent accounts is prepared for the enforcement of the lien.
C. 
Any service charge authorized by this chapter shall be collected in the same manner prescribed by law for the collection of the account for which the check or other written instrument was tendered.
D. 
After the adoption of this article, any account for which the Township receives checks which are returned for insufficient funds on more than two occasions shall be required in the future to be paid by certified check.
