The Board of Trustees of the Incorporated Village of Bellerose recognizes its obligations to its citizens, young and old, to provide recreational facilities and programs in accordance with their needs and in accordance with the ability of the Incorporated Village of Bellerose to so provide. The establishment of a Recreation Commission is a necessary step in fostering unified action in the providing of such recreation, such Recreation Commission to have the full cooperation of all the people of the Incorporated Village of Bellerose working in partnership with local and state officials and with various public and private institutions, agencies and organizations.
The Board of Trustees of the Incorporated Village of Bellerose hereby creates a Commission which shall be known as the "Recreation Commission," hereinafter called the "Commission."
The Commission shall consist of five members, who shall be appointed by the Mayor with the approval of the Board of Trustees. Persons residing within the Incorporated Village of Bellerose shall be eligible for appointment as members of the Commission, which may include not more than one person between the ages of 16 and 18 years. Vacancies on the Commission shall be filled in the same manner as the original appointment, except that a vacancy occurring other than by the expiration of term of office shall be filled only for the remainder of the unexpired term. The terms of the members of the Commission shall be staggered. The first three members appointed shall hold office for terms of one year and the second two for terms of two years, and the successors of all five initial appointees shall be appointed for full terms of two years.
The Mayor shall designate a member of the Commission to act as Chairman thereof, and he shall have the title of Recreation Commissioner. At the first meeting of the Commission, its members shall elect from among themselves a secretary. The Commission shall adopt rules and procedures for its meetings. It shall keep accurate records of its meetings and activities and shall file an annual report as provided in this chapter.
The powers and duties of the Commission shall be to:
A. 
Advise the Board of Trustees on matters affecting recreation and recreational facilities within the Incorporated Village of Bellerose.
B. 
Develop and, after receiving general approval by resolution by the Board of Trustees, conduct a program of recreation for the residents of the Incorporated Village of Bellerose.
C. 
Generally supervise and devise programs for the utilization of various available recreational facilities of the Incorporated Village of Bellerose.
D. 
Make such plans, for submission to the Board of Trustees for its approval, as it shall deem necessary and proper to the improvement or expansion of recreational facilities and recreational programs within the Village.
E. 
Seek to coordinate, assist and unify the efforts of private groups, institutions and individuals within and without the Incorporated Village of Bellerose in accord with the purposes of this chapter.
F. 
Maintain liaison and communications with public and private agencies and organizations of local, state and national scope whose programs or activities have an impact on recreation and the availability of recreational facilities and programs for residents of the Village.
G. 
Carry out such other duties as may be assigned from time to time by the Board of Trustees.
The Board of Trustees recognizes that there remains little vacant land within the confines of the Incorporated Village of Bellerose for the establishment of further recreation programs beyond those which now exist within the Village. It shall be a special duty of the Commission and its members to investigate, on an ongoing basis, and to report to the Mayor and Board of Trustees with reference to the expansion of recreation programs and facilities within the geographical boundaries of the Incorporated Village of Bellerose and, further, with reference to the possibilities of the establishment of a Village recreational program at a location outside the confines of the Incorporated Village of Bellerose, in accordance with the provisions of the Village Law of the State of New York.
The Commission shall submit an annual report to the Board of Trustees, not later than the first day of April of each year, concerning the activities and work of the Commission and from time to time shall submit such reports and recommendations as may be necessary to fulfill the purposes of this chapter.
The members of the Commission shall receive no compensation for their services as members thereof, but may be reimbursed for reasonable and necessary expenses incurred in the performance of their duties, within the appropriations made available therefor.
This chapter shall be deemed an exercise of the powers of the Incorporated Village of Bellerose to preserve and improve the recreation programs available to residents of the Village and is not intended to and shall not be deemed to impair the powers of any other organ of Village government.
