In addition to and in furtherance of any of the several powers conferred upon the Board of Trustees by law, the Board of Trustees shall have the power to grant or deny requests for special permits or exceptions as provided for in the Code.
A. 
Requests shall be made to the Board in writing on forms prescribed by the Board. The Board shall fix a reasonable time for the hearing of the request and give public notice thereof.
B. 
The applicant shall mail notice of the hearing by certified mail, return receipt requested, to every property owner adjacent to and opposite to the property.
C. 
The application shall also include a survey showing courses and distances and shall show all structures to scale and uses.
D. 
The Board shall fix an application fee and permit fee by resolution duly adopted.
A. 
Unless otherwise provided by this Code, in granting such permits the Board may limit the duration of the special permit/exception and/or prescribe certain conditions and safeguards in conformity with the Code.
B. 
In making such determination, the Board of Trustees shall give consideration, among other things, to:
(1) 
The character of the existing uses in the district and the peculiar suitability of the district and the subject premises for such use;
(2) 
Conservation of property values and the encouragement of the most appropriate uses of land; and
(3) 
The impact upon the health, safety, welfare and comfort of surrounding owners and residents.
