The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
It shall be unlawful for any person, between
the hours of 2:00 a.m. until 6:00 a.m. on any day from November 1
until April 15 in any year, to park or cause to be parked any automobile
or other vehicle upon any street or public way or portion thereof
used by the public within the corporate limits of the Village.
No person shall park a vehicle between the hours specified in Schedule VII (§
195-32) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule VII, attached to and made a part of this chapter.

No person shall stop, stand and/or park a vehicle between the hours specified in Schedule XIV (§
195-39) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule IX (§
195-34) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
All streets within the corporate limits of the Village will permit parallel parking unless otherwise designated. It shall be unlawful for any person to park or stand a vehicle in a position other than parallel with the edge of the street or roadway, headed in the direction of traffic and with the curb side of the vehicle within six inches of the edge of the street or roadway on the streets or parts of streets described in Schedule X (§
195-35), attached to and made a part of this chapter.

The locations described in Schedule XI (§
195-36), attached to and made a part of this chapter, are hereby designated as loading zones. Such loading zones may be used for no more than two consecutive hours in any one day by any one commercial vehicle for the purpose of loading or unloading merchandise unless otherwise posted.

A. Premises which are not readily accessible from public
roads, and which the fire department or any emergency service may
be called upon to protect in case of fire or other emergency, shall
be provided with access roads or fire lanes so that all buildings
on the premises are accessible to the fire department and emergency
service apparatus.
B. Access roads and fire lanes shall be adequately maintained
and kept free and clear of obstructions at all times.
C. It shall be a violation of this section to park motor
vehicles on, or otherwise obstruct, any fire lane or emergency access
road.
D. It shall be the responsibility of the Building Inspector
and/or the Fire Marshal to designate and establish the location of
fire lanes in the Village. All such designated and established fire
lanes shall be marked appropriately so that the location of such lanes
shall be identifiable by the public.
E. Unless otherwise provided by the Building Inspector
and/or the Fire Marshal, a "fire lane" shall be defined as all driveways,
aisles, walkways, access drives exclusive of parking spaces and loading
areas existing on any property on which there is maintained a parking
facility for five or more cars.

No person shall park a vehicle so that any portion
of the vehicle extends in front of the width of the entrance, including
any apron, of a public or private driveway.

No person shall stop, stand, or park a vehicle
in any manner which blocks or impedes the flow of traffic through
any public street or public area.

No person shall park or stand a vehicle upon
any street or public area unless:
A. Said vehicle is currently registered pursuant to the
applicable laws and regulations of any state;
B. Said vehicle has displayed on it a current registration
which was assigned to it and which is displayed pursuant to the applicable
laws and regulations of any state;
C. Said vehicle has license plates which are assigned
to it and displayed pursuant to the applicable laws and regulations
of any state; and
D. Such vehicle has prominently displayed on its windshield
a sticker or other indicia indicating that any and all inspections
of such vehicle are current and up to date pursuant to the applicable
laws and regulations of any state. In the case of trailers, said inspection
sticker or other indicia must be kept with said vehicle and readily
available for inspection by any requesting official.
