The Village of Southampton desires to participate in the Federal Flood Insurance Program.

Editor's Note: At a special meeting of the Board of Trustees on August 1, 1972, the Board, considering that certain areas of the village along the shores of the Atlantic Ocean were subject to periodic flooding and that relief was available pursuant to the National Insurance Act of 1968, resolved to comply with the land use regulations required by said Act. This chapter constitutes the text of that resolution.
A. 
The Building Inspector of the Village of Southampton, when reviewing applications for building permits, including the plans and specifications for the proposed construction, shall review all building permit applications to determine if the proposed construction is consistent with the need to minimize flood damage.
B. 
The Building Inspector of the Village of Southampton shall review all building permit applications to determine if the site of the proposed construction is reasonably safe from flooding and to make recommendations for construction in all locations which have flood hazards.
A. 
In reviewing subdivision proposals, the Planning Board of the Village of Southampton shall assure the following:
(1) 
That all such proposals are consistent with the need to minimize flood damage.
(2) 
That all public utilities and facilities, such as sewer, gas, electrical and water systems, are located, elevated and constructed to minimize or eliminate flood damage.
(3) 
That adequate drainage is provided so as to reduce exposure to flood hazards.
B. 
In determining what improvements are to be provided incident to a proposed subdivision, the Planning Board of the Village of Southampton shall require that any water supply systems and/or sanitary sewerage systems which are required to be furnished by the subdivider be designed so as to minimize or eliminate infiltration of floodwaters into the systems and discharges from the systems into floodwaters, and require on-site waste disposal systems to be located so as to avoid impairment of them or contamination from them during flooding.
The Building Inspector of the Village of Southampton and the Planning Board of the Village of Southampton shall require applicants to furnish such information in plans and specifications as may be necessary for them to carry out the foregoing provisions.
The Village of Southampton will recognize and duly evaluate flood hazards in all official actions relative to land use in the areas having special flood hazards and will take such other official action as may be reasonably necessary to carry out the objectives of the program.
A. 
The Village of Southampton will delineate or assist the Federal Insurance Administrator, at his request, in delineating the limits of the floodplain having special flood hazards on available local maps of sufficient scale to identify the location of building sites.
B. 
The Village of Southampton will provide such information as the Federal Insurance Administrator may request concerning present uses and occupancy of the floodplain area.
The Village of Southampton will maintain for public inspection and furnish upon request, with respect to each area having special flood hazards, information on elevations (in relation to mean sea level) of the lowest floors of all new or substantially improved structures and, where there is a basement, the distance between the first floor and the bottom of the lowest opening where water flowing on the ground will enter.
The Village of Southampton will cooperate with federal, state and local agencies and private firms which undertake to study, survey, map and identify floodplain areas and will cooperate with neighboring communities with respect to management of adjoining floodplain areas in order to prevent aggravation of sting hazards.
A. 
The Village Board of the Village of Southampton hereby empowers the Building Inspector of the Village of Southampton with the responsibility, authority and means to implement the commitments made herein.
B. 
The Village Board of the Village of Southampton hereby designates the Building Inspector of the Village of Southampton as the official responsible to submit, on each anniversary date of initial eligibility, an annual report to the Federal Insurance Administrator on the progress made during the past year within the Village of Southampton in the development and implementation of floodplain management measures.
