Any owner or occupant of any house or other
building and every owner or person entitled to the possession of any
vacant lot shall keep any and all sidewalks composed or constructed
of concrete, cement, brick or other hard surface and lying in front
of such house, building or lot, free from obstruction from snow and
ice, and free from dirt, filth, hedges or other obstruction or encumbrance.
In removing such snow or ice, no person shall put the same in the
gutter or drain of the street or in any manner fill up or obstruct
any such gutter or drain. In every case in which snow or ice is not
so removed or when the gutter is so obstructed, it shall be the duty
of the Street Commissioner to remove the same immediately, and the
expense of such removal shall thereupon become a lien upon such land,
to be enforced in a manner provided by law.
