The provisions of this Article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Wherever a space shall be marked off for the parking of an individual vehicle on any street, highway, public parking lot or private parking lot that is open to the general public, every vehicle there parked shall be parked within the lines or markings bounding such space.
B. 
No person shall stop, stand or park a vehicle on the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street.

The stopping, standing or parking of vehicles in the locations described in Schedule L (§ 110-43) is hereby restricted as follows:
A. 
In locations designated as "no stopping," the stopping of vehicles is hereby prohibited at all times or during the hours or time periods indicated, if any.
B. 
In locations designated as "no standing," the standing of vehicles is hereby prohibited at all times or during the hours or time periods indicated, if any.
C. 
In locations designated as "no parking," the parking of vehicles is prohibited at all times or during the hours or time periods indicated, if any.
D. 
In locations designated as "limited parking," the parking of vehicles is hereby prohibited for a longer period of time than that specified during the hours or time periods indicated, if any.
E. 
In locations designated as "no parking--commercial," the parking of commercial vehicles is prohibited at all times or during the hours or time periods indicated, if any.
F. 
In locations designated as "loading zones," the standing or parking of vehicles, except for the express purpose of loading or unloading merchandise and goods, is hereby prohibited.
G. 
In locations designated as "taxi stands," the standing or parking of vehicles other than taxis is hereby prohibited. Taxis using such stands shall not be left unattended and shall be subject to all other vehicle and traffic regulations of the Village.
H. 
In locations designated as "bus stops," the standing or parking of vehicles other than buses is hereby prohibited.
I. 
In locations designated for "angle parking," vehicles shall be parked only at the angle designated, with the front of the vehicle at the curbline.
J. 
In locations designated as "handicapped parking," including access aisles, vehicles parked in these locations shall exhibit the required handicapped parking permit or a disabled license plate.

A. 
The areas owned or leased by the Village of Southampton and described in Schedule M (§ 110-44) are public parking lots, and the stopping, standing or parking of vehicles in such lots shall be subject to the regulations and restrictions indicated in said schedule.[1]

B. 
No house trailer, camper, mobile home, bus, minibus, taxi, livery vehicle, boat, trailer, recreational vehicle, vehicle bearing advertising, which indicates other than private use, commercial vehicle or vehicle bearing commercial registration plates shall be parked in the public parking lots in the Village of Southampton between the hours of 12:00 midnight and 7:00 a.m. For the purposes of this section, "commercial vehicles" are defined as vehicles used principally for the transportation of goods, wares, supplies, materials, merchandise or passengers or for the accomplishment of any paid services regardless of state registration classification.

The parking or standing of a motor vehicle on any street in the Village of Southampton at any time between the hours of 3:30 a.m. and 6:00 a.m. during a snowstorm, after there has been an accumulation of snow during that snowstorm to a depth of one inch or more on such street during such snowstorm, is hereby prohibited. Such parking or standing between said hours is also prohibited on any day in which snow has fallen between the hours of 11:30 p.m. on the preceding day and 3:30 a.m. on that day and has accumulated during that snowstorm on the street involved to a depth of one inch or more.
No parking of trucks or commercial vehicles shall be permitted between the hours of 4:00 a.m. and 5:00 a.m. on any Village streets so designated by signs on such streets.
