A Police Department shall be and the same is hereby created and established in and for the Borough of Franklin Park, Allegheny County, Pennsylvania; said Police Department to consist of the Police Chief, the Sergeant(s), full-time police officers and part-time police officers. The part-time police officers are to be appointed from year to year by resolution of the Borough Council. Borough Council shall designate the ranks in the Police Department and the duties of each rank.
The salaries and other compensation by way of reimbursement for mileage, uniforms, equipment and insurance shall be established by the Borough Council, from time to time, as Borough Council deems advisable and subject to any applicable collective bargaining agreement.
The Police Chief, the Sergeant(s), the full-time police officers and the part-time police officers shall perform the duties and have those powers and abilities as are granted to police officers under the laws of this commonwealth, the rules of the Supreme Court or the ordinances of the Borough for which a fine or penalty is imposed, unless otherwise excepted in this chapter.
The Police Chief shall be in charge of the Police Department and shall be responsible directly to the Mayor and Borough Council, and the police officers shall be subject to the direction and supervision of the Police Chief and shall be subject to call and duty upon request and order of the Police Chief. The Mayor shall have full charge and control of the Police Chief and the Police Department. Borough Council shall determine the total weekly hours of employment that shall apply to the police officers. The Police Chief shall use his discretion with regard to the hours of duty and the hours of reporting for duty when calling upon the part-time police officers. The Police Chief shall attend every regular meeting of the Borough Council and shall furnish the Borough Council with a written report at such regular meeting of the activities of the Police Department for the preceding month.
