A. 
No person shall park any vehicle at any time where no-parking signs have been erected and/or where the curbs have been painted yellow to indicate no parking.
B. 
No person shall park a vehicle, or permit it to stand, whether attended or unattended, in any of the following places:
(1) 
Upon any bridge or in front of any theater or theater exit.
(2) 
Within 30 feet upon the approach to any stop sign.
(3) 
Within 15 feet of a fire hydrant.
(4) 
On a crosswalk or within 20 feet of a crosswalk.
(5) 
In front of a driveway (private or public) or garage.
(a) 
This includes the drive approach apron or the alley radius. The phrase "in front of" includes all that area wherein the presence of a parked vehicle would obstruct free, safe exit from or entrance to such driveway. It is found as a fact that a completely unobstructed and safe exit from the entrance to such driveway in the light of the driveway and street or alley widths and conditions associated therewith, including turning and sight hazards, throughout the Borough of Middletown requires that there be no parking within three feet on both sides thereof.
(b) 
The parking in front of a driveway thus prohibited includes an area, along the curb or cartway of the street or alley with which it connects, within three feet on both sides of the driveway. With respect to such three-foot sections, enforcement may be implemented in the light of practicalities reflected in the following severable considerations. The resident owner (or tenant in possession with the owner's permission) may paint the curb yellow in accordance with precise measurement of said three-foot section and specifications provided by the Code Enforcement Officer. Said owner, or tenant, may notify the police of violations; and in the absence of such notice, the police shall have no duty of surveillance, investigation or ticketing. The only defense before the District Justice of one who parks a vehicle so that it projects within or occupies such a three-foot section shall be that such person had the consent of said owner or tenant.
(6) 
Within an intersection or less than 25 feet from an intersection.
(7) 
On a sidewalk.
(8) 
On the roadway side of any vehicle stopped or parked at the edge or curb of any street.

No vehicle, as defined in the Vehicle Code,[1] shall be permitted by an owner, operator or party in possession thereof to stand or be parked upon any public street of the Borough of Middletown for the purpose of repair or while undergoing work thereon in the situations specified in the following Subsection A, and the penalty for violation shall be as set forth in Subsection B hereof:
A. 
Situations covered by this section are as follows:
(1) 
Parking or standing of a vehicle while undergoing work or repairs involving jacking or blocking, pulling out of transmission or any other work or repairs, whereby the vehicle is immobilized for more than 24 hours.
(2) 
Parking or standing of a vehicle for or during work (or repairing) involving the vehicle accompanied by or consisting of idling of motor excessively or excessive emission of fumes, so as to annoy, disturb or endanger unnecessarily the comfort, peace or repose of reasonable persons with normal sensitivities.
(3) 
Parking or standing of a vehicle for or during the draining or spilling of antifreeze, oil, grease or any substance, including chemical substances of any kind, deleterious to street paving or to public health, onto street paving, or the introduction or action tending to introduction of any such substance or any contaminant into the Borough storm drainage system.
B. 
Penalties for violations. Any person who shall violate any of the provisions of this section shall, upon conviction thereof by a summary proceeding, be sentenced to pay the costs in every case and a fine in the amount of $25 for the first offense, $50 for the second offense and $100 for the third offense or for any subsequent offense; and upon refusal to pay such fine and costs, to undergo imprisonment in the Dauphin County Jail for a period not exceeding 10 days.

Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this article for any person to park a vehicle or allow it to remain parked otherwise.
No person shall park a vehicle upon any of the streets or parts thereof described below except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.

B. 
It shall be unlawful for any person, firm, corporation or company to park or cause to be parked any of the following vehicles upon any street or part thereof within the Borough unless specifically authorized by the Borough or this Code to park temporarily for a particular purpose:

(1) 
Any vehicle with three or more axles, including, but not limited to, single unit trucks, truck tractors, truck tractors with semitrailer combinations and semitrailers;
(2) 
Travel trailers and recreational vehicles (RVs) of Class 1, 2 or 3 as defined in 75 Pa.C.S.A. § 1913;
(3) 
Boats of Class 2 or 3 that are 26 feet or more in length, as classified by the Pennsylvania Fish and Boat Commission, and boats wider than 10 feet; and
(4) 
Utility trailers that are more than 20 feet in length or more than 10 feet wide.
C. 
The following vehicles are exempt from the prohibitions contained in Subsections A and B of this section:

(1) 
Trucks in the process of making local deliveries or engaging in moving activities at a property adjacent to the roadway.
(2) 
Utility and construction companies lawfully engaged in work on or about the roadway or property adjacent to the roadway.
(3) 
Travel trailers and recreational vehicles parked for the purposes of loading or unloading for a maximum seventy-two-hour period in a seven-day cycle.

Definitions. The following terms as used in this section shall have the respective meanings prescribed herein:

RECREATIONAL VEHICLE and TRAVEL TRAILER
Shall be defined as a structure or trailer designed or adapted for and used for recreational or lodging purposes, including but not limited to campers, pop-up campers and motor homes.
SEMITRAILER
Shall be defined as a trailer so constructed that some part of its weight rests upon or is carried by a tractor-trailer or other towing vehicle.
TRAILER
Shall be defined as a vehicle designed for towing in combination with a motor vehicle.
TRUCK TRACTOR
Shall be defined as a motor vehicle designed and used primarily for drawing other vehicles or trailers.
No person shall park a vehicle between the hours specified below of any day, except Saturdays, Sundays and holidays, upon any of the streets or parts of streets described below:

The purpose of this section is to distribute limited on-street parking resources between the competing needs of different populations, including students, faculty, and staff of Penn State University Harrisburg, the residents and visitors of the Grandview Neighborhood, and others. The goal is to develop a fair and legally enforceable system.
B. 
The Grandview Parking District shall consist of the following streets and street segments:

D. 
Distribution of placards.
(1) 
Each of the owners of the following property, within the Borough's corporate limits and contiguous to the Grandview Parking District, shall receive three placards. Residents wishing to obtain such placards shall make application to the Borough Manager. Placards shall allow unrestricted parking use within the Grandview Parking District by property owners, tenants, or guests. No fee be will charged for applications granted.
(a) 
Grandview Avenue: 28, 32, 38, 44, 104, 118, 124.
(b) 
North Spring Street: 737, 803, 916, 920.
(c) 
North Union Street: 729, 735, 809, 817, 915.
(d) 
West Roosevelt Avenue: 26, 27, 31, 32, 35, 39, 40, 42, 45, 46, 49, 50, 53, 54, 57, 60, 101, 108, 109, 112, 115; 116, 119, 120, 124, 125.

(2) 
A limited number of placards shall be made available to all residents of the Borough of Middletown. Residents that wish to obtain a placard must make application to the Borough Manager, who is authorized to issue such placards, and must provide proof of residency and an explanation of need to park in the Grandview Parking District. No fee will be charged for applications granted.
(3) 
Nonresidents and those without placards may park on those streets and street segments detailed herein within the Grandview Parking District:

Placards shall be clearly displayed on the dashboard, placed between the steering wheel and front windshield, of each vehicle parked on the street. Failure to properly display a placard may result in citation for illegal parking. Boat trailers, recreation vehicles, and other miscellaneous vehicles require a placard in order to be parked on the street.
F. 
Placards are transferable between vehicles and are the responsibility of the aforementioned recipient. Recipients may temporarily assign their placards to visitors or service vehicles that require on-street parking. A fee may be charged for lost or damaged placards.

Parking within the Downtown Parking District is limited to those vehicles, including boat trailers, recreation vehicles, and other miscellaneous vehicles, properly displaying an official Borough of Middletown parking placard and, to any vehicle not displaying a parking placard, two hours between the hours of 8:00 a.m. and 5:00 p.m. "Proper displaying" meaning the parking placard shall be clearly displayed on the dashboard, placed between the steering wheel and front windshield. Failure to properly display a parking placard may result in citation for illegal parking.
D. 
Distribution of parking placards. Residents and property owners wishing to obtain such placards shall make application to the Borough Manager who is authorized to issue such placards. Applications for parking placards shall include proof of residency and an explanation of the need to park in the Downtown Parking District. A limited number of parking placards shall be made available and shall allow unrestricted parking use within the Downtown Parking District by property owners, tenants, or guests. No fee will be charged for applications granted.
E. 
Use of and liability for parking placards. Parking placards are transferable between vehicles and are the responsibility of the aforementioned applicant. Applicants who have received a parking placard or placards may temporarily assign their parking placard(s) to a visitor or service vehicle that require on-street parking in excess of two hours between the hours of 8:00 a.m. and 5:00 p.m. A fee may be charged for lost or damaged placards.

Placards shall be clearly displayed on the dashboard of each vehicle parked on street and placed between the steering wheel and front windshield. Failure to properly display a placard may result in citation for illegal parking. Boat trailers, recreation vehicles, and other miscellaneous vehicles require a placard to be parked on street; provided, however, that nothing in this section shall permit the parking of boat trailers, recreational vehicles, and other miscellaneous vehicles that is prohibited under any other ordinance, law or regulation.
F. 
Placards are transferable between vehicles and are the responsibility of the aforementioned recipient. Recipients may temporarily assign their placards to visitors or service vehicles that require on-street parking. A fee may be charged for lost or damaged placards.
A. 
The Borough of Middletown is hereby authorized to post appropriate loading zone signs in front of businesses and retail establishments in said Borough providing for limited parking for the purpose of loading and unloading merchandise to said businesses and retail establishments. General parking shall be permitted in these loading areas at all times not included in the times posted.
B. 
Fifteen-minute loading zones. No person shall park a vehicle in excess of 15 minutes at a time nor for any purpose other than loading or unloading merchandise from or to the businesses named below, during the times specified and posted on appropriate loading zone signs, in the following zones where (subject to other restrictions on parking, such as those incident to nearness to intersections, crosswalks, stop signs, traffic signals or driveways) at all other times not included in the times posted, general parking shall be permitted:[1]
