It is the intent of the Local Business (B-1) Use District to provide for business uses which are less dense and concentrated than General Business District uses, and to provide for convenience to nearby residential areas, while allowing for viable business drawing from the general public, as well as to provide for business uses which are compatible with and enhance nearby residential areas. Aesthetic appearances, including landscaping, are emphasized.
No building, structure or lands within the Local Business (B-1) Use District shall be constructed, erected or used for other than one of the following specified purposes:

Professional offices.
C. 
Insurance and real estate offices.
D. 
Banks and lending institutions.
E. 
Institutional uses other than hospitals.
F. 
Beauty and barber shops.
G. 
Shoe repair shops.
H. 
Apparel repair and alteration shops.
I. 
Printing and photocopying establishments.
J. 
Photographic shops.
K. 
Laundromats, dry-cleaning outlets.
L. 
Art, dance and photographic studios.
M. 
Bakeries.
N. 
Craft shops and collectible shops.
O. 
Apparel stores.
P. 
Book and stationary stores.
Q. 
Drugstores.
R. 
Florists shops.
S. 
Jewelry stores.
T. 
Bicycle and sporting goods stores.

The following uses may be permitted upon obtaining a special use permit:
A. 
Other retail uses which are principally directed to servicing the day-to-day convenient shopping and personal needs of the area.
B. 
Restaurants, with drive-ups or drive-through capabilities.
C. 
Funeral homes.
D. 
Day-care and nursery centers.
E. 
Business uses involving outdoor activities.
F. 
Private clubs.
G. 
Fire halls, rescue squad and public safety buildings.
H. 
Hotels and motels.
I. 
Liquor stores.
J. 
Convenience stores.
K. 
Outdoor display or sales areas for nurseries, lawn furniture, garden supplies and restaurant patios or decks, or building supplies, provided that such displays do not encroach upon required parking. Such displays shall not diminish required open space or setback requirements.
L. 
Doggy day-care centers.

M. 
Structures consisting of mixed local business (B-1) permitted uses and dwellings, with no more than a quardruplex-dwelling residential unit allowed, with said dwelling being restricted to the rear or upper level of the structure.

N. 
Retail storage facilities, provided that such facilities shall not be allowed within 300 feet of any main/major road or street.

Uses allowed in the B-1 District shall be subject to the following restrictions:
A. 
Enclosure. Except for vending and ATM machines, and except as provided in the special use section of this chapter, all uses, principal and accessory, including storage, except signs, landscaping and off-street parking, loading and stacking, shall be conducted within completely enclosed structures. No outdoor storage or display of goods, merchandise or materials shall be permitted.
B. 
Noise. No use shall be permitted that shall cause the sound level, as measured at the edge of a lot, which is produced by mechanical, electrical, vehicular operations or other means on the lot, to exceed the average intensity of the street traffic noise as measured at the setback of the nearest residential use, or which shall cause sounds having intermittence, volume, beat, frequency or shrillness characteristics which may cause annoyance to residents in the area. Except for security/fire alarm systems, no business shall utilize any exterior loudspeaker or paging system, or play exterior music.
C. 
Odor. No use shall be permitted which shall cause the emission of noxious odors.
D. 
Fire protection. Every use shall provide, designate and maintain fire lanes between the public street and any building for firefighting purposes.

A. 
Landscaping. All allowed uses shall include and provide street trees, parking lots, trees, screening and landscaping as set out in the dimensional requirements.
B. 
A planting aisle at least 12 feet in width from the right-of-way edge shall be provided along the entire length of every street, excluding driveways for ingress or egress to parking or loading areas. Trees, indigenous to the area, with an expected mature height of at least 30 feet and with a minimum height at planting of 12 feet, shall be planted within the planting aisle at not greater than thirty-foot intervals. In the event that the planting aisle lies under overhead power lines, trees with an expected mature height at planting of 12 feet, with intervals no greater than 20 feet, may be substituted, but the Planning Board may require additional landscaping to compensate.
C. 
One shade tree shall be provided for each 3,500 square feet of vehicle accommodation area. Each tree shall be located in a planting area, which has at least 50 square feet of natural surface from which it can receive water and nutrients. Trees shall meet the planting standards for street trees set out above.
D. 
Whenever a side or rear yard abuts a residential district, screening shall be provided in such side or rear yard that will effectively block the view between any structures, parking or loading area or driveways on the nonresidential lot and the residential lots. The screening shall extend the entire length of any such property line, except that portion which must remain open for traffic safety reasons, and shall include one or more of the following, subject to Planning Board approval:
(1) 
A brick or parged block wall at least six feet in height; or
(2) 
A landscaped earthen berm with a height of at least six feet on which is planted shrubs, indigenous to the area, with an expected mature height of at least four feet, at intervals so that the branches will touch at maturity and with a minimum height at planting of at least two feet; or
(3) 
A landscaped buffer area with a width of at least 50 feet in which are planted two staggered rows of trees having a minimum height at time of planting of six feet; or
(4) 
A combination of such fencing and plantings, buffers and berms affording an aesthetically pleasing view from the residential side.
