Whereas, alcoholism and drug abuse are important
public health and law enforcement problems: now, therefore, the Shrewsbury
Borough Council establishes the Shrewsbury Community Alliance for
the Prevention of Alcohol and Drug Abuse (hereinafter "Alliance")
for the purpose of organizing and coordinating efforts involving schools,
law enforcement, business groups and other community organizations
for the purpose of reducing alcoholism and drug abuse.
A.
The Mayor, with the consent and approval of the majority of the members of the Borough Council, is authorized and empowered to appoint a community alliance to be known as the "Shrewsbury Alliance for the Prevention of Alcohol and Drug Abuse," which shall consist of such members as provided in Subsection B below.
B.
The membership of the Alliance shall consist of representatives
of the Borough of Shrewsbury, that shall include a member of the governing
body; Chief of Police or his designee; the Municipal Court Judge or
his designee; representative of the Shrewsbury Borough School Board
of Education; the School Superintendent or his designee; a member
of the school parent-teacher group; representatives of religious groups,
business community, civic organizations and Borough citizens. Total
number of appointees can equal 12 plus appointees. Experience has
shown that some representatives of the Borough, school, civic and
religious organizations often cannot or do not attend meetings but
are consulted on specific matters the Alliance is considering or participate
in the development of programs.
C.
Terms. The terms of office shall be for one, two and
three years, as follows:
(1)
Representatives of the governing body, Police Department,
Municipal Court, Shrewsbury Borough School District, i.e., member
of the Board of Education, Superintendent; member of the parent-teacher
group shall be appointed to a two-year term.
(2)
Representatives of religious groups, business community,
civic organizations shall be appointed to a two-year term.
(3)
The terms of office of the first Alliance shall be
for one, two, or three years as designated by the Mayor in her recommendation
to Council, and their successors shall be appointed for terms of three
years and until the appointment and qualification of their successors.
(4)
Any vacancy on the Alliance occurring otherwise than
by expiration of a term shall be filled for the unexpired term in
the same manner as an original appointment.
The Alliance shall organize within 30 days after
appointment and then and annually thereafter, in January of each year,
elect a Chairman and Secretary.
A.
Organize and coordinate efforts involving schools,
law enforcement, business groups and other community organizations
for the purpose of reducing alcoholism and drug abuse.
B.
Develop comprehensive and effective alcoholism and
drug abuse prevention programs in grades kindergarten through eighth,
in cooperation with Shrewsbury school representatives.
C.
Develop comprehensive alcoholism and drug abuse community
awareness programs.
