The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule I, § 90-19, Schedule XXI, § 90-33.6, and Schedule XXII, § 90-33.7, attached hereto and made a part of this chapter.

A. 
No person shall park a vehicle between the hours specified in Schedule II, § 90-20, of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule II attached to and made a part of this chapter.
B. 
The parking of any motor vehicle having a gross weight in excess of 6,000 pounds upon any of the streets in the Borough of Shrewsbury between the hours of 8:00 p.m. and 6:00 a.m. is prohibited.
No person shall stop or stand a vehicle between the hours specified in Schedule III, § 90-21, of any day upon any of the streets or parts of streets described in said Schedule III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule IV, § 90-22, at any time between the hours listed in said Schedule IV of any day (except Sundays and public holidays) upon any of the streets or parts of streets described in said Schedule IV attached to and made a part of this chapter.
On or within the traffic circle or cul-de-sac located in the north end of Sickles Place, vehicles shall be parked diagonally to the curb and within the lines marked on said street indicating the spaces within which any such vehicle will be parked.

A. 
Definition. For the purpose of this chapter, "handicapped person" is defined as a person who qualifies under the provisions of N.J.S.A. 39:4-204 and who possesses a handicapped person identification card issued by the Director of the Division of Motor Vehicles.
B. 
General statement. It shall be unlawful for any person to park, stop or stand a motor vehicle in any parking space designated for the exclusive use of handicapped persons, unless such person is a handicapped person or is transporting a handicapped person and is utilizing the handicapped parking space for the benefit of such handicapped person.
C. 
Special license plate or placard. All motor vehicles parking, stopping or standing in a handicapped person parking space must have a special license plate or placard issued by the Director of the Division of Motor Vehicles in accordance with N.J.S.A. 39:4-205, or a temporary placard issued by the Chief of Police pursuant to N.J.S.A. 39:4-206.
D. 
Handicapped parking in municipal parking lots and Board of Education property. In accordance with the provisions of N.J.S.A. 39:4-197, 39:4-202, 39:4-183.27 and 39:4-198, off-street municipal parking yards and Board of Education property as shown in Schedule XVII, § 90-33.2, attached to and made part of this chapter, are designated as handicapped parking areas. Such spaces are for use by persons who have been issued special identification cards for plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these spaces.
E. 
Handicapped parking on street. In accordance with the provisions of N.J.S.A. 39:4-197, 39:4-202, 39:4-183.27 and 39:4-198, on-street locations as shown in Schedule XVIII, § 90-33.3, attached to and made part of this chapter, are designated as handicapped parking spaces. Such spaces are for use by persons who have been issued special identification cards for plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these spaces.
F. 
Handicapped parking on private property open to the public. In accordance with the provisions of N.J.S.A. 40:48-2.46, 39:4-183.27 and 39:4-198, off-street parking yards as shown in Schedule XIX, § 90-33.4, attached to and made part of this chapter, are designated as handicapped parking areas. Such spaces are for use by persons who have been issued special identification cards for plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other person shall be permitted to park in these spaces.
G. 
Handicapped parking on all other private property. In accordance with the provisions of N.J.S.A. 39:4-197, 39:5A-1, 39:4-202, 39:4-183.27 and 39:4-198, off-street parking yards as designated in Schedule XX, § 90-33.5, attached to and made part of this chapter, are designated as handicapped parking areas. Such spaces are for use by persons who have been issued special identification cards for plates or placards by the Division of Motor Vehicles, or a temporary placard issued by the Chief of Police. No other persons shall be permitted to park in these spaces.
H. 
Signs, pavement markings, installation and maintenance. The owners of the premises referred to in Subsections F and G above shall provide and install signs and pavement markings for each parking space reserved for use by handicapped persons, which signing and markings shall be checked by the Shrewsbury Borough Police Department to ensure installations meet federal specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owners of said property. The owners shall, subsequent to initial procurement and installation, maintain such signs and pavement markings in good condition and at no cost or expense to the Borough. The owners shall be responsible for the repair and restoration or replacement of the same. Requirements are the R7-8 (handicapped) and the R7-8P (penalty) signs.
I. 
Penalties. Unless another penalty is expressly provided by New Jersey statute, any person parking a motor vehicle in a restricted parking space without a special vehicle identification card shall be liable to a fine of $250, plus court costs, for the first offense, and for subsequent offenses a fine of $250, plus court costs, and up to 90 days' community service on such terms and in such form as the Court shall deem appropriate, or any combination thereof.
