In conformity with and pursuant to the authority existing herein by
the enactment of the Municipal Home Rule Law of the State of New York and
notwithstanding any rule, law or ordinance to the contrary, the term of office
of the Town Clerk, hereafter to be elected, be and it hereby is designated
as four (4) years instead of its current term of two (2) years, as now provided
for by the pertinent provisions of the Town Law of the State of New York.
The adoption of the within Article is subject to a mandatory referendum
to be submitted for the approval of the electors of the Town of Fort Edward
at the next general election to be held on November 6, 1989.[1]

This Article shall take effect immediately upon compliance with § 27
of the Municipal Home Rule Law of the State of New York.

This Article shall be known as the "Animal Control Officer Law of 1990
of the Town of Fort Edward."
The Town Board of the Town of Fort Edward hereby determines that there
is a need of an Animal Control Officer to carry out the provisions of the
Agriculture and Markets Law and local municipal laws dealing with the control
of small animals, including their seizure, impoundment and disposition.
This Article is hereby enacted pursuant to the authority granted by
§ 10 of the New York State Municipal Home Rule Law.
The duties of an Animal Control Officer shall only exist in an emergency
situation and shall be as follows:
