The purpose of this chapter is to authorize public servants of the Town
of New Windsor to issue appearance tickets and cause them to be served in
connection with violations of state statutes, local laws, ordinances or rules
and regulations of the Town of New Windsor which the public servants are authorized
or required to enforce.
As used in this chapter and throughout the Code of the Town of New Windsor,
the following terms shall have the meanings indicated:
CODE ENFORCEMENT OFFICER
A Town of New Windsor employee holding the position of Building Inspector,
Assistant Building Inspector, Zoning Inspector, Assistant Zoning Inspector,
Fire Inspector or Assistant Fire Inspector.

The following public servants of the Town of New Windsor, or their duly
appointed assistants, are hereby authorized to issue appearance tickets and
cause them to be served with respect to violations of state statutes, local
laws, ordinances, rules or regulations of the Town of New Windsor that such
public servants are, respectively, required or authorized to enforce:
A. Code Enforcement Officer: all sections and subsections
of the Code of the Town of New Windsor.
B. Sanitation Superintendent and Sanitation Inspectors:
sanitation, sewage and safety.
C. Police officer: all sections and subsections of the Code
of the Town of New Windsor.
D. Animal Control Officer: dogs.
E. Town Engineer: mobile homes, multiple dwellings, parking
for the handicapped, unsafe buildings and collapsed structures, sidewalk maintenance,
street construction, zoning, water, fire prevention, sewer regulations, flood
damage prevention, freshwater wetlands and environmental quality review, street
specifications for proposed Town roads in subdivisions, subdivision regulations,
and industrial sewer regulations.
F. Water Superintendent: water.
G. Bingo Inspector: bingo and games of chance.

An appearance ticket, other than for a parking violation, shall be served
personally by a person over the age of 18 years. An appearance ticket may
be served by the public servant that issues the ticket, but the public servant
is not required to serve the ticket and may engage a third party to serve
the ticket.
