[HISTORY: Adopted by the Board of Trustees of the Village

The office of Village Administrator is hereby established to provide an official responsible for the efficient overall direction, coordination and control of the day-to-day administrative activities and operations of the Village of Quogue, to minimize the administrative details now handled by the Board of Trustees and, except as provided in § 9-6 of this chapter, to provide centralized direction and control of Village employees.
A.
Appointment
of the Village Administrator shall be made by the Board of Trustees,
based upon the recommendation of the Mayor, at the annual meeting
of the Board of Trustees.
B.
The
term of office shall be for a period ending at the next annual meeting,
with the appointee serving at the pleasure of the Board of Trustees.
C.
For
the first appointment, and whenever there shall be a vacancy, an appointment
may be made by the Board of Trustees, based upon the recommendation
of the Mayor, with such appointment to end at the next annual meeting
and with the appointee to serve at the pleasure of the Board of Trustees.
D.
The
appointee shall reside within the Village during the term of his office,
beginning not more than 90 days after his appointment.
E.
The
Board of Trustees, at its annual meeting, shall determine, in its
discretion, whether or not to fill the office of Village Administrator
for that fiscal year.
The Village Administrator shall report to and be under the supervision
of the Mayor or Deputy Mayor. He shall be available to consult with
and advise any member of the Board of Trustees. He shall receive such
compensation as shall be fixed by the Board of Trustees and shall
work such hours as may be fixed by the Board of Trustees.
A.
The
powers and duties of the Village Administrator shall, except as provided
hereinafter or as otherwise from time to time provided by the Board
of Trustees, include the following:
(1)
See that the rules, regulations, ordinances, local laws and codes
of the Village are administered efficiently and fairly.
(2)
Supervise and coordinate the activities of all Village departments
in accordance with the policies of the Board of Trustees.
(3)
Coordinate and oversee the work of all Village employees.
(4)
See that all inquiries by residents of the Village or other interested
persons are referred to the appropriate Village official or department
head for investigation or response.
(5)
Attend all meetings of the Board of Trustees, unless excused by the
Mayor, and supervise the preparation of the agenda of such meetings.
(6)
Supervise the preparation of necessary documents required for obtaining
bids on materials, equipment or capital projects, as authorized by
the Board of Trustees.
(7)
Oversee the purchasing procedures and letting of contracts, as authorized
by the Board of Trustees.
(8)
From time to time, make recommendations to the Board of Trustees
as to measures or programs which he believes will improve the efficiency
or economy of Village government.
(9)
See that the Board of Trustees is kept fully advised of the financial
transactions of the Village departments.
(10)
Prepare and submit to the Board of Trustees a tentative budget for
each fiscal year, pursuant to the direction of the Budget Officer.
(11)
Oversee all expenditures to ensure that budget appropriations are
not exceeded.
(12)
Recommend to the Board of Trustees, after consultation with department
heads, appointments, promotions or dismissals of all Village employees,
in accordance with applicable statutes.
B.
The
Village Administrator shall keep the Mayor and the appropriate trustee
assigned as liaison to a department, currently informed as to matters
affecting the efficient functioning of said trustee's department.
The position of the Village Administrator may be filled by a
person holding other positions in the Village's employ.
A.
The
Village Administrator shall in no way conflict with the direction
or supervision of the professional duties of the Village Police or
Fire Department. The Village Administrator shall be available for
consultation and advice as requested by the Fire or Police Chief.
B.
Nothing
herein contained shall be deemed or construed as abolishing, transferring
or curtailing any powers or duties of the Board of Trustees or other
Village boards or of the Mayor, Deputy Mayor, Treasurer, Clerk, Village
Attorney, Village Justice or Acting Village Justice, as prescribed
by the Village Law or other applicable laws of the state.
