The Mayor is hereby authorized to appoint one or more alternate
members of the Planning Board, subject to the approval of the Board
of Trustees.
The term of office of an appointed alternate member of the Planning
Board shall be one official year or the remaining portion thereof.
When a member of the Planning Board is unable to participate
on a matter before the Planning Board, by reason of conflict of interest
with respect to a specific matter, illness, vacation or similar reason,
the Chairperson of the Planning Board (or the Acting Chairperson if
the Chairperson is absent) may designate an appointed alternate member
to substitute for the member who is unable to participate. When so
designated, such alternate member shall have all the powers and responsibilities
of the member who is unable to participate. Such designation shall
be entered into the minutes of the initial Planning Board meeting
at which the substitution is made. Such designation shall identify
the matter or matters for which the substitution is made.
All provisions of state law relating to Planning Board member
eligibility, vacancy in office, removal, compatibility of office and
service on other boards, as well as any local provisions relating
to training, continuing education, compensation and attendance, shall
also apply to alternate members of the Planning Board.
