No garbage or other noisome matter whatsoever shall be conveyed through any public street, road or place in the Village of Quogue, nor be deposited or allowed to collect in any place within 100 feet of any dwelling, hotel, place of business, church, public street, road or place, unless such garbage or other noisome matter is conveyed, deposited or collected in securely closed leakproof containers.

No person shall cast, throw, place or deposit or cause to be cast, thrown, placed or deposited any paper, throwaways, handbills, debris, refuse, rubbish or other foreign matter in or upon any street, lane, alley or public place in the Village of Quogue.

A. 
No person shall place any refuse or garbage upon any private property, whether owned by such person or not, within the Village of Quogue, except that it be in durable containers suitable for collection by refuse collectors.
B. 
No person shall place any such refuse or garbage containers outside of a building unless such containers are located behind the front wall of the building which is nearest to the street upon which the private property is located and are screened from visibility from the street, except as otherwise provided in Subsection C.
C. 
On the day of a scheduled collection of such refuse or garbage, such containers may be placed outside of a building for collection without complying with Subsection B, provided that such containers are placed as close as reasonably practical to the house, garage or other building. Such containers shall be removed from the location permitted by this Subsection C by the end of the day of collection.
D. 
No such containers shall be placed upon any public or private street, except such as may be placed thereon by the Village of Quogue for public purposes.
No person shall convey any papers, refuse or waste matter through any public street, road or place in the Village of Quogue, except in a manner which will prevent such paper, refuse or waste matter from being blown or dropping from the vehicle or container in which the same is being conveyed.
No person shall deposit or permit to be deposited or allow to collect, in any place owned by him or under his control, any paper, refuse or waste matter, except that the same is deposited or allowed to collect in such a manner as will prevent such paper, refuse or waste matter from being blown to the premises owned or occupied by any other person or to any public street, road or place in the Village of Quogue.
No person shall deposit or permit to be deposited or allow to collect, in any place owned by him or under his control, any papers, refuse or waste matters whatsoever in such a manner as to increase the fire hazard of any building or afford a breeding place for flies or mosquitoes.
No person shall permit any accumulation of papers, refuse or waste matter whatsoever to remain on any property owned by him or her or under his or her control in any objectionable state, and shall, within three days after notice from any member of the Village Board, Village Health Officer, Fire Commissioner or officer of any fire company in the Village, remove such accumulation of paper, refuse or waste matter; or comply with any directions of such official or officers, given for the purpose of reducing any menace to health or property.

No person shall deposit or cause to be deposited any brush in or upon any street or road in the Village of Quogue. No owner or occupant of premises in the Village of Quogue shall permit or allow any accumulation of brush to remain in or upon the portion of any street or road adjoining the premises owned or occupied by such owner or occupant.
