Any owner of real property who shall create a subdivision or who shall subdivide real property into lots within the Village of Quogue, without first obtaining approval of the Planning Board of the Village of Quogue of a subdivision map or plat showing the land to be subdivided, shall be guilty of a violation of this Part 1. Any contract vendee of such owner who shall knowingly participate in such violation and any grantee of such owner who shall knowingly participate in such violation shall also be guilty of a violation of this Part 1.
As used in this Part 1, the following terms shall have the meanings indicated:
SUBDIVISION
As defined in the Rules and Regulations for Subdivision of Land in the Village of Quogue,[1] when adopted and until adopted, shall mean any division of land in the Village of Quogue which results in the existence of two or more lots.

Where a violation of Part 2 of this chapter, Rules and Regulations, has been committed or shall exist, the owner of the real property where such violation has been committed or shall exist, any contract vendee of such owner who shall knowingly participate in such violation, any grantee of such owner who shall knowingly participate in such violation and any agent who shall have executed an application to such Planning Board on behalf of such owner or contract vendee with respect to such real property and who shall knowingly participate in such violation shall be guilty of a violation of this Part 1.
Where a violation of any provision or condition of any resolution or approval of the Planning Board of the Village of Quogue relating to a subdivision, adopted or granted under the authority of their rules and regulations or otherwise pursuant to law, has been committed or shall exist, the owner of the real property where such violation has been committed or shall exist, any contract vendee of such owner who shall knowingly participate in such violation, any grantee of such owner who shall knowingly participate in such violation and any agent who shall have executed an application to such Planning Board on behalf of such owner or such contract vendee with respect to such real property and who shall knowingly participate in such violation shall be guilty of a violation of this Part 1.
Any person who shall perform physical work on real property, including but not limited to clearing of land, other site preparation and construction of improvements in violation of rules and regulations for subdivision of land in the Village of Quogue or in violation of any provision or condition of any resolution or approval of said Planning Board relating to subdivisions, adopted or granted under the authority of their rules and regulations or otherwise pursuant to law, shall be guilty of a violation of this Part 1.
The provisions of this Part 1 may be enforced by any method or remedy provided by law. In addition to other remedies provided by law, any appropriate action or proceeding may be instituted to prevent, restrain, correct or abate any violation of this Part 1.

A. 
Each and every violation of this Part 1 shall constitute a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of a violation of this Part 1 shall constitute, for each day the violation is continued, a separate and distinct violation hereunder.
B. 
Each and every person responsible for, causing, permitting, assisting in or refusing to abate or correct any violation of this Part 1 shall be guilty of such violation.
C. 
For each and every violation of this Part 1, the person or persons responsible for, causing, permitting, assisting in or refusing to abate or correct such violation shall be subject to a civil penalty not exceeding $1,000 for each and every such violation. The continuation of a violation of this Part 1 shall constitute, for each day the violation is continued, a separate and distinct violation hereunder.
