The Board of Supervisors of Lower Providence Township does hereby create the Lower Providence Township Drug and Alcohol Advisory Council.
The Lower Providence Township Drug and Alcohol Advisory Council shall consist of seven members appointed by the Board of Supervisors by resolution. Said members shall be appointed for a term of office no longer than one year, with each term of office expiring at the time of the January reorganization meeting of the Lower Providence Township Board of Supervisors following the date of the member's appointment. At least four Council members shall be Lower Providence Township citizens and must, in the opinion of the Board of Supervisors, possess the requisite qualification to act on such a Council and a liaison for any special problem that may involve citizens of Lower Providence Township.
The Council shall review matters that involve drug and alcohol use, education, prevention, regulation and related matters and, by a concurring vote of the majority of its members, shall advise the Board of Supervisors of its findings.
Four members of the Drug and Alcohol Advisory Council shall constitute a quorum for the conduct of any business by the Council, and any matter presented to the Drug and Alcohol Advisory Council may be decided if a quorum is present by a majority of the members of the Council then in attendance.
A member of the Council shall not participate in any advisory capacity in which that member has a direct or indirect financial interest or in which that member may have any personal interest.
All meetings shall be public. Any other person whose interest may be affected by this matter shall be given an opportunity to be heard. The Drug and Alcohol Council shall meet at its discretion with a minimum of four meetings annually, one meeting each calendar quarter.
All decisions and recommendations of the Council shall be in writing and contain brief findings and the reason for their decision or recommendation. Such decisions or recommendations shall be delivered to the Board of Supervisors and shall be considered solely advisory in nature with no further ramifications.
