No sanitary disposal system of any type shall be constructed or reconstructed in this township except in conformity with the requirements of this Part 4 of this chapter and the regulations establishing standards and procedures adopted hereunder. Where township standards for certain types of construction or use have not been adopted, the requirements set forth in the United States Department of Health, Education and Welfare Manual of Septic-Tank Practice, Publication No. 526, as amended and supplemented, shall be followed. Where interpretation is required, the Township Sanitary Officer in consultation with the local representative of the Pennsylvania Department of Health shall determine the true meaning and intent of the said manual requirements.
The Supervisors shall forthwith adopt regulations for the construction and reconstruction of individual on-site sewage disposal systems for dwellings and shall from time to time adopt additional regulations as may be required for uses of land other than for dwellings. The regulations adopted hereunder to carry out the intent and purpose of this Part 4 of this chapter shall include minimum design standards for the component parts of any sanitary disposal system, methods of determination of requirements and conditions of acceptance by the township for sanitary disposal facilities. The regulations so adopted shall have the same force and effect as provisions of this Part 4. The regulations may include requirements for commercial, industrial and institutional systems as well as for dwellings, but in the absence of such regulations for commercial, industrial and institutional uses, the requirements of the Manual of Septic-Tank Practice referred to hereinabove, Part II, shall apply.

The owner of the land or his agent shall submit written application to the township for a permit, together with detailed plans, specifications and other information describing the location and type of sanitary system, proposed construction, reconstruction and alterations of the disposal system, and showing its relation to and distance from adjoining facilities, properties, buildings and any river, streams or creeks or water supply, together with ground conditions and the size and type of structure or dwelling to be served, together with all other information which the Sanitary Officer may require to determine the adequacy of the sewage system and its compliance with the conditions of this Part 4 of this chapter and regulations adopted hereunder. Permits shall be effective for a period of one year from the date of issuance.

A. 
The sanitary application and permit fees to be paid by the applicant at the time of submitting his plans and specifications for individual sewage disposal system to the Sanitary Officer shall be as provided for in Subsection B. Checks shall be payable to Lower Providence Township.
B. 
Sanitary application and permit fees shall be as established by Township resolution.

An inspection fee as provided in § 117-53B for each inspection necessary to approve the installation of a proper individual sewage disposal facility in accordance with the plans submitted shall be paid to the township prior to the issuance of the certificate as to the adequacy of the installation by the Township Sanitary Officer. No system shall be approved for use unless it has been inspected for grade, pipe size, material and workmanship and a report of such inspection has been filed with the Sanitary Officer. No system shall be covered until the inspection has been made.
