Except as set forth in § 259-13, no
person, corporation, partnership, entity or land owner shall lay,
leave or place or caused to be placed, left or laid any blacktop,
obstruction, or other encumbrance in or on any sidewalk or other public
ground.
Whoever violates this article shall, upon conviction
thereof, be punished by a fine not to exceed $750. Each day during
which a violation continues beyond the specified time for correction
shall constitute a separate punishable offense.
