A Personnel Advisory Board shall be formed for the purpose of providing support and advocacy for matters relating to personnel. The Mayor shall seek the counsel and advice of the Personnel Advisory Board, hereinafter called "Board," but shall not require the Board's consent to any action.
Except as restricted by this article, the City's Charter or prohibited by statute, the authority of the Mayor shall include the following:
A. 
Requisition, or authorize the Board to requisition, and have access to all facts, figures, records and information about personnel of the City, and the payment of wages and benefits necessary to the administration of this article. Any such requisition or request for access made to the appropriate department head shall be honored forthwith and supplied.
B. 
Appoint and reappoint members to the Board.
A. 
Appointment. The Mayor shall appoint a Personnel Advisory Board of seven members.
B. 
Composition of Board and qualifications of members. Initial appointments shall be as follows: the Human Resources Director; the City Solicitor; one department head representative; two union employee representatives, including one public safety employee representative; and one nonunion employee representative; and one City Councillor.
C. 
Terms of members. Each Board member shall serve a two-year term beginning the first Monday of every odd-numbered year. Each member shall serve until a successor is seated.
D. 
Terms of successor.
(1) 
Timely successor appointment shall be made to coincide with the end of the two-year term of the member to be succeeded.
(2) 
Appointment to fill vacancies in unexpired terms shall be for the balance of that term.
(3) 
A successor member shall take office upon the end of the term of the Board member he/she is to succeed, or immediately thereafter if that Board member is serving an extended term awaiting the seating of his/her successor.
E. 
Primary duties. The primary duties of the board shall be to ensure that the City maintains an effective personnel system; to monitor the implementation of and compliance with the personnel rules and regulations; to assist in the preparation and update of the provisions of the City's employee handbook; to act as an advocacy body advancing personnel matters and issues to City officials; and to support efforts relating to personnel.
F. 
Chairperson. The City Human Resources Director shall serve as Chairperson of the Personnel Advisory Board.
G. 
Meetings. Meetings shall be held once a year in the month of February, or as needed, to carry out the primary duties of the Board. The Chairperson or three members of the Board can call a meeting at any time. A quorum of four members must be present to conduct a meeting.
